- The U.S. Army Corps of Engineers, New England District is issuing a Pre-Solicitation Notice for a construction contract for Main Switchgear Replacement, Cold Regions Research and Engineering Laboratory, Hanover, NH to determine the interest, availability and capability of Service-Disabled Veteran-Owned Small Business for the work as described below. The NAICS code for this procurement is 238210. The estimated construction cost is between $100,000 and $500,000. The project is planned to be issued on or about April 2013 and the contract performance period is 180 days. The work consists of supplying and installing a 15kV, three-phase, 6-way one-source and fivetap,60 Hz, fully dead front, sectionalizing underground distribution switchgear, vacuum fault interrupter (VFI) type, with a main bus rating of 600 amp continuous current and tap rating of 600 amperes. The Contractor is responsible for the complete demolition, removal, and disposal of the existing concrete pad SF-6 switchgear, cabinet, fencing and accessories. The VFI switchgear shall be installed on a new pad. The Contractor shall build a new pad suitable for the new VFI switchgear and install a new fence around the switchgear and pad. The contractor shall also install Cable Terminating Cabinets for cable splicing that would allow dead-break circuit sectionalizing point for circuit isolation. Provide two sets of 'loopthrough' junctions for each 3-phase circuit for future expansion to future second VFI switchgear. Also, the contractor shall provide a new ground ring for the new switchgear consisting of buried bare copper conductors and ground rods. There will be rental air insulated switchgear in use at the time of installation, adjacent to the site of the previously used existing gas insulated switchgear. The contractor shall be responsible for all demolition and disposal costs of the existing switchgear. The new switchgear cabinet shall be set up in the same location as the existing switchgear, and the contractor shall modify the concrete pad and surrounding fencing as necessary. The contractor is responsible for all costs associated with changing over and modifying the existing electrical feeds as necessary from the rental unit. The Contractor is responsible for all coordination with the utility company. Please note this solicitation is set aside for certified Service-Disabled Veteran-Owned Small Business under the applicable NAICS code 238210, size standard of $14.0M. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about April 23, 2013. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
