- The United States Army Medical Research Acquisition Activity (USAMRAA), 820 Chandler Street, Fort Detrick, Maryland, 21702, intends to award a sole source contract to Fort Defiance Industries for development of a steam sterilizer with improved sterilization effectiveness that meets the needs of field hospitals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c) (1), FAR citation is 6.302-1(a) (2) (iii) and the FAR citation title is only one responsible source and no other supplies or services will satisfy agency requirements. Only Fort Defiance Industries is capable of providing the required services for completion of development of a steam sterilizer with improved sterilization effectiveness that meets the needs of field hospitals. Comparable sterilizers have a chamber which is too small and cannot provide the throughput needed by the US Army. Fort Defiance Industries is currently manufacturing a Modernized Steam Sterilizer, Field Portable (SSFP) which is electrically operated, large chamber steam sterilizer for use in the Central Material Section of Combat Support Hospitals (CSHs) to sterilize supplies used in surgical procedures and other casualty care in the operating room, emergency treatment area, intensive care units, and the Area Medical Laboratory (AML) to sterilize pathological specimens prior to disposal. Fort Defiance Industries will need to submit testing procedures to, and be approved by, the Food and Drug Administration (FDA). The manufacturing and testing procedures for this steam sterilizer is proprietary to Fort Defiance Industries and as such they are the only vendor that can ensure the timely and consistent manufacturing process. This requirement is in support of the Devices Program Management Office of the U.S. Army Medical Materiel Agency (USAMMA), Fort Detrick, Maryland, 21702. In accordance with FAR Part 6.302-1 (a) (2) (iii), USAMRAA intends to award a sole source contract to Fort Defiance Industries for development of a steam sterilizer with improved sterilization effectiveness that meets the needs of field hospitals, under NAICS code 339112.
