- Draft SOR The National Oceanic and Atmospheric Administration's (NOAA) Eastern Region Acquisition Division (ERAD) on behalf of the NOAA Office of Marine and Aviation Operations (OMAO) seeks information on small businesses who are capable of providing Very Small Aperture Terminals (VSAT) satellite communication system bandwidth services for operating a network and voice communication on all NOAA ships twenty-four hours a day, seven days a week and three-hundred sixty-five days a year. The applicable NAICS is 517410 with a small business size standard of $30 million. Interested small businesses shall provide information that demonstrates capabilities in the following areas in accordance with this Sources Sought Notice and the attached Draft Statement of Requirements (SOR): 1) Collocation of a NOAA network terminus at the earth-station for connectivity to the NOAA Network Operations Center (NOC) in Silver Spring, Maryland (SOR Section 3.0); 2) Satellite bandwidth for up to 24 NOAA vessels and 5 land-based VSATs in an iDirect network (SOR Section 4.0); 3) Earth Station teleport and iDirect network hub and support (SOR Section 5.0); 4) System Maintenance, Repair and Support Supplies and Services, including services of Original Equipment Manufacturer (OEM) certified technicians, OEM technical and engineering support services, equipment, tools, supplies and materials (SOR Section 6.0); Installation of Government Furnished Equipment and Material (GFE and GFM) and Contractor Furnished Equipment and Material (CFE and CFM) (SOR Section 7.0); 5) Training services to implement and support VSAT systems on NOAA vessels and selected shore facilities (SOR Section 8.0); 6) Fleet Support: "All In" support, including unlimited NOC, telephone and email support for operations and maintenance and all materials, services and related costs for maintenance and repair services (SOR Section 9.0); 7) Manufacturer-certified (Sea Tel, Inc.) and experienced VSAT technicians capable of responding simultaneously to system casualties for troubleshooting and repair on board two geographically separated ships. Geographically separated includes Dutch Harbor, Alaska, and overseas foreign ports such as Bitung, Indonesia. (SOR 6.5); 8) Capability to provide satellite coverage of the global fleet Area of Operations (SOR pages 26 and 27, Table 2 - NOAA Ship Summary); 9) Provide resume of qualifications and specific experience of Project Manager and Technical Manager, which demonstrates the education, training, experience and capabilities specified at SOR Section 11.0; 10) A statement regarding current small business status and certification of 8(a) status and/or other small business status (i.e., VOSB, SDVOSB, WOSB, SDB, and HUB Zone); 11) Corporate experience performing work of similar size and scope within the last three years; and 12) Past Performance references within the last three years including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described in the attached SOR. Interested small businesses may identify their interest and provide adequate evidence of their capability to perform this requirement to Chas Hartley at Charles.hartley@noaa.gov no later than April 22, 2013. If NOAA has determined, based on the information you provided, that your company has not demonstrated capability to perform the work at the prime level, or if you believe your firm is unable to demonstrate capabilities at the prime level in the above areas, would your firm be interested in subcontracting opportunities? If you are interested in subcontracting opportunities, please be specific in what types of work so we may provide that information to all interested prime contractors. The applicable NAICS of 517410 must be included in the vendor's NAICS listing within the System for Award Management (SAM) for NOAA to verify your size status. This notice is not a request for competitive proposals. A determination by the Government as to how best to solicit (small business set aside or unrestricted) for the proposed procurement based upon responses to this notice is solely within the discretion of the Government. It is, however, anticipated that a solicitation containing this detail will be issued in mid July 2013.
