Description
This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to provide non-personal technical support for Quantification of Cost, Benefits and Risk Associated with Alternate Contracting Methods and Accelerated Performance Specifications. The ojectives of this contract are to document the benefits, costs and risks associated with projects delivered under Design-Bid-Build, Design-Build, and Construction Manager/General Contractor systems. Quantify the cost, schedule and quality consequences of using alternative contracting methods on appropriate projects. Appropriate projects will be from highway construction projects of any size and complexity. Document the benefits, costs and risks associated with use of completion time incentives/disincentives. Coordinate and provide support tothe Colorado Department of Transportation led pooled fund TPF-5(260) on the guidance for state highway agencies on determining when to use each of the project delivery systems to realize maximum benefits with regards to project type, size and complexity and provide state transportation agencies with a sound, systematic process for determining incentive/disincentive amounts and times. The study involves collecting, organizing and analyzing data from various transportation agencies. The research product is guidance for state transportation agencies to assist them in determining when to use each of the various project delivery systems to realize maximum benefit with regards to cost, benefits and risk, as well as to determine appropriate incentive/disincentive levels for completion tme. Deliverables include an interim report, a standalone guidance document, a final report, a TechBrief and a PowerPoint presentation. One or more technical papers based on findings from this research project shall also be prepared in conjunction with the Contracting Officer's Representative for presentation and/or publication in peer reviewed venues. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a single Cost Plus Fixed Fee contract. The anticipated period of performance shall be within 24 months from the effective date of the contract. The solicitation will be issued on or about April 30, 2013. Offerors must have an approved accounting system to be eligible for award of a Cost-Plus Fixed-Fee Type contract. This requirement is full and open competition pursuant to NAICS code 541330 with a size standard of $14.0 Mil. Any questions regarding this synopsis should be directed to Dana W.
