- The Naval Air Warfare Center, Weapons Division, China Lake, CA. intends to procure, as a 100% small business set aside, a Firm Fixed Price (FFP) contract for a commercial Integrated Electro-Optic/Infrared (EOIR) Facility Top Assembly Electro-Optic Laser Test (EOLT) Station in support of the F/A-18 program. The contractor shall design, fabricate, manufacture, and deliver the EOLT Test Station. Effort includes equipment and engineering support associated with delivery of the EOLT Station to the USN for use at the F/A-18 and EA-18G Advanced Weapons Laboratory (AWL), China Lake, CA. The EOLT shall be capable of performing the tests on the various airborne systems, Navy and Marine Corps F/A-18 Targeting FLIR, F/A-18 Advanced Targeting FLIR, F/A-18 Infrared Search and Track (IRST), F/A-18 Litening, F/A-18 Sniper and JSF EOTS and JSF DAS as well as the UAS MTS-B systems. The EOLT shall consist of optical collimators, infrared, visible light sources, target wheels and computer driven controls as well as computer control, interface and display equipment. Quality Assurance provisions shall be in accordance with ISO 9001-2008. The EOLT shall incorporate devices that are capable of being calibrated and traceable to National Institute of Standards and Technology (NIST) Standards Handbook 44 “ 2012 Edition. The contractor shall provide software updates and support, training materials and operation training, on-site set-up, installation, and integration at the Government facility located at China Lake, CA. This solicitation will be a small business set-aside in accordance with FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Test Program For Certain Commercial Items. All responsible sources may submit an offer which will be considered by the agency. The applicable NAICS code is 333314 with a small business standard of 500 employees. Offers will be evaluated on the basis of Lowest Price Technically Acceptable. The anticipated delivery date is 90 days after contract award. The estimated release date of the solicitation is on or about 17 April 2013 with an estimated award date of 15 September 2013.
