- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Dr, RM 1E144, Rockville, MD 20852-9700. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Biology Branch (RBB), plans to procure on a sole source basis services from Nordion, Cobalt Operations; 447 March Rd; Ottawa, Ontario Canada K2K 1X8, to dispose of a government-owned GC-220 Cobalt-60 Irradiator. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 562211 the business size standard is $12.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Work shall be completed within ten (10) weeks from date of award at a time to be agreed upon by the NCI RBB. It has been determined that there is no opportunity to acquire green products or services under this contract. The Radiation Biology Branch is decommissioning a GammaCell (GC)-220 cobalt irradiator (s/n 169). The irradiator contains highly radioactive cobalt-60 and hence the disposal of the irradiator and its radioactive sources must be done by contractors who abide by strict radiation safety procedures and have been specifically trained for this procedure on these particular units. Further, the issue of security is of utmost importance given that the Nuclear Regulatory Commission (NRC) has identified such radiation sources as potential targets for terrorists. The Atomic Energy of Canada Limited (AECL), now named Nordion, manufactured the irradiator and still holds the original license for the cobalt-60 sources. Based on how the irradiator was manufactured, removal of the cobalt-60 sources on-site is not possible. The entire irradiator must be shipped to Nordion where they can be safely removed and disposed. Nordion is the only company that can dispose of the cobalt-60 irradiator since it is the original company that holds the license of the radioactive material. Further, in order for a contractor to remove a radioactive irradiator and dispose of it, the NRC must provide security clearance for unescorted access to the irradiators. Nordion is the only company that qualifies to accept and safely remove and dispose of the cobalt-60 sources contained within the GC-220 (since they created the radioactive sources initially). Since Nordion is the manufacturer of the irradiator, they are uniquely qualified to safely remove the radioactive material. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on April 19, 2013. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
