- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: quote mark Little Goose Lock and Dam Heating, Ventilation, and Air Conditioning (HVAC) Repairs for the Juvenile Fish Facility (JFF) quote mark. This is scheduled to be issued as a Firm Fixed Price Service Contract. The purpose of this sources sought is to determine interest and capability of potential qualified Small Business, 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) 238220. The Small Business size standard for this NAICS code is $14 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1)Your intent to submit a proposal for this project when it is formally advertised (2)Name of firm with address, phone and point of contact. (3)CAGE Code, DUNS number or a copy of your System for Award(SAM) information (4)The category of small business, such as 8(a), HUBZONE, or SDVOSB (5)Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. Where to send responses U.S. Army Corps of Engineers 201 North Third Avenue ATTN: Contracting/Hillary Morgan Walla Walla, WA 99362 Phone: (509) 527-7214 E-mail: hillary.a.morgan@usace.army.mil Response deadline April 15, 2013 at 3:00 p.m. (Pacific Time Zone) Place of Performance U.S. Army Corps of Engineers, Walla Walla District Little Goose Dam 1001 Little Goose Dam Road Dayton, WA 99328-9753 Requirement description for Little Goose HVAC Repairs for Juvenile Fish Facility Services project: This is a service contract to provide heating, ventilation, and air conditioning (HVAC) repairs for the Juvenile Fish Facility (JFF) at Little Goose Lock and Dam, Starbuck, WA. The Contractor shall perform the following to correct the HVAC problems: Install new heat strips in 1st floor and 2nd floor AHUs. Replace 7.5 KW heat strip in AHU on 1st floor and replace with a larger heat strip to allow extra heating capacity during cooler times when the heat pump is less efficient. A suggested size is a 18 kW heat strip, which would require replacing the 40A 3-pole breaker with 50A, and replacing existing wire and conduit with about 30 feet of #8 AWG (3 phase) wire and larger conduit. Service panel is Cutler Hammer Type PB Panelboard, 200A. Electrical work shall be in accordance with National Electric Code. Existing AHU Carrier model 40QH5060320. Install a new heat strip in AHU on 2nd floor. A suggested size is a 15 kW heater, which would require replacing the existing 20A 2 pole breaker with an 80A breaker, and replacing about 25 feet of existing wire and conduit with #4 AWG wire and larger conduit. Service panel is Cutler Hammer Type PB Panelboard, 175A. Existing AHU Carrier model 40AQ0303108U. Electrical work shall be in accordance with National Electric Code. Replacement of the heat pumps with larger and more efficient units to increase the heating capacity of the system would be considered by the project. The current heat pumps are 8 years old. The compressor for the heat pump for the 1st floor was replaced 4 years ago. Perform system maintenance on two heat pump systems and one A/C system at the JFF to inspect/clean air filter, clean compressor and evaporator coils, inspect drain pan and lines, inspect electrical wiring, perform operational testing, and any other normal service inspections. Existing heat pump systems are Carrier models 38YCC060 (5 ton) and 38YCC030 (2-1/2 ton). A/C system is a Bryant model 113RPA036 (3 ton). Replace all five thermostats with programmable types to allow automatic heating and cooling periods. New thermostats shall be password protected. Restore the functionality of the three motorized dampers by either repairing or replacing. Existing dampers are 1-EA Carrier VVT system model ZD-8 (8 quote mark dia), and 2-EA model ZD-12 (12 quote mark dia). Ensure dampers are connected and are operational with the new thermostats. Perform flow test at ventilation on two heat pump systems and A/C system to verify satisfactory flow or pinpoint location of leaks in ducting. Provide services to seal ducting as required (maximum 8 hours). Install two auxiliary sheet metal condensate pans and drain lines under the 2nd floor heat pump AHU and the A/C AHU units. The AHUs are installed above a finished ceiling and the ceiling tiles have been damaged by dripping water. This secondary drain line outlet shall be visible but shall not cause damage to the finished ceiling. These secondary drain lines shall be connected to the existing primary drain lines. Inspect and recommend an alternate configuration for the location of the filter housings. Currently the heat pump AHU on 2nd floor and the A/C AHU (model 40AQ) also on the 2nd floor are in a difficult location for the replacement of filters.
