Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR PASSIVE COMMON BERTHING MECHANISM - PCBM. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to publish the following questions and answers: The following questions are related to Analysis in the SOW (excerpted): 2.0 CAD modeling, Analysis, Manufacture, and acceptance testing of the PCBM (CLIN 0001) During the first CLIN 0001 contract period, the Contractor shall produce a PCBM that meets the NASA requirements defined in SSP 41004, SSP 41148 and SSP 57239. A Computer Aided Design (CAD) package for the PCBM assembly shall be delivered to NASA. Preliminary structural analysis shall be performed to insure that the PCBM to BEAM interface bolts have positive margins for the environments defined in SPP 57239 and SPP 41004 and that loss of preload (gapping) will not occur. Manufacture shall occur in accordance with SSP 41004, assembly drawing 683-13472-1 and sub-assembly drawings. CLIN 0001 TASK 2 -- ANALYSIS The Contractor shall perform and deliver to NASA preliminary analysis (including structural and mechanical loading) of the PCBM to BEAM bolts to verify that the design survives the ground (S683-28943 Rev E) environment, ISS (SSP 57239) environment, and Dragon environments (IDD SPX00001047, rev. 15 cargo flight environments only) with positive margins and no loss of preload. Results shall be documented in a formal stress analysis. CLIN 0001 Task 2 Deliverables: a. The second milestone (Task 2.2) will be met 5 months after ATP with analysis results summarized in a set of briefing charts and a preliminary stress report CLIN 0001 Task 3 Task Deliverables: c. The fifth CLIN 0001 milestone (Task 2.3) will be met when the final stress report is delivered to NASA (12 months after ATP). Question: What is the expectation for level of finite detail in Analysis? Answer: The analysis should consist of calculation of loads and margins for the bolts at the BEAM to PCBM interface only. A structural model of the PCBM structure can be provided by the government if needed but contractor hand calculations are acceptable. The analysis should verify no gapping at the PCBM to BEAM interface under the integrated mechanical loads (to be provided by the government). This should not be a complicated analysis. Question: Does this analysis include thermal analysis or has that already been performed by Bigelow Aerospace? Answer: An integrated thermal analysis is not required by the PCBM contractor. Temperatures of the PCBM and the BEAM bulkhead as well as bulkhead tbar will be provided to the vendor by the government for calculation of thermally induced bolt loads. A simple alpha-delta T calculation will suffice. The due date for receipt of offers is not extended. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on March 18, 2013.
