Description
Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Solicitation Number VA101-13-R-0011 for construction of a Physical Medicine & Rehabilitative Services (PM&RS), Prosthetics & Sensory Aid Services (PSAS) Building at the VAMC Biloxi, MS. The SDVOSB must be a General Construction company with an approved NAICS Code of 236220, Size Standard $33.5 million, and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $10,000,000 and $20,000,000 with a completion period of 480 calendar days after receipt of notice to proceed. The SDVOSB contractor shall furnish all labor, tools, equipment, materials and supervision to complete all work to include, but not limited to, the following: Prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials to perform work for the PM&RS - PSAS building approximately 40,000 bgsf with two parking areas with distributed van-accessible parking spaces. Included in the building is an employee wellness center and space for police training. Exterior finishes shall match material color and slope on existing newer buildings on the campus, see mock up located near RE office, B-8a. The exterior construction and materials are to be organic and natural in shape and form while respecting other architectural styles on the campus as required by drawings and specifications. The building would also have multiple skylights to bring daylight to interior rooms of the building. VA guidelines require a large energy use reduction. To provide this, the parking lot will be partially covered with a canopy structure upon which solar panels would be placed. LEEDs silver shall be obtained, and the contractor shall continue and initiate LEEDs online with USGBC. Current parking layout in front of the building will require further design and modification per user requests. The contractor will conduct user group meetings with VAMC Biloxi staff on site to acquaint themselves with buildings user's needs and requirements, along with general station requirements. During the design portion, design reviews shall be scheduled for each area and shall be chaired by a VA project manager using Dr Checks to record comments. Design team shall edit and complete construction specifications with drawings. An independent review team procured by the VA will assist in the reviews. Additional tasks as follows: 1) Demolish T-101 site of PM&RS building, (2) Demolish T-100, currently empty. Prior to demo of T-101, the network hub shall be moved per instructions included in narrative; utilities capped, landscaped. NOTICE TO PRIME (GENERAL) CONTRACTORS: The SDVOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM prior to award and must also be registered/certified as a SDVOSB firm on the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about April 24, 2013. By registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference is tentatively scheduled for May 8, 2013, at 1:00 p.m., in the Building 17 Auditorium, VAMC Biloxi, MS. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions ONLY to the Contracting Officer. The due date for questions will be provided in the solicitation.. The government will respond to all questions via an amendment. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion. Proposals are tentatively due to the Contracting Officer by 2:00 p.m. Central Time on May 28, 2013 (refer to solicitation for confirmation of the date).
