- NAICS CODE: 237990-Other Heavy and Civil Engineering Construction SIZE STANDARD: $33,500,000.00 THIS IS A SOURCES SOUGHT NOTICE ONLY FOR MARKET RESEARCH PURPOSES. No Award will be made from this Sources Sought Notice. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME, therefore DO NOT request a copy of a solicitation. Potential offerors having the skills capabilities and bonding necessary to perform the described project are invited to provide feedback to this response. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The Government is seeking potential Small Business sources to include the following categories: Small Business (SB), Certified 8(a),Historically Underutilized Business Zone Businesses (HUBZone), Small Disadvantaged Business, (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women-Owned Small Business (WOSB), for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The proposed contract will be a competitive firm-fixed-price contract procured in accordance with FAR 15, Negotiated Procurement using the "Best Value" trade-off process. The type of set-aside decision(s) to be issued will depend upon the responses to this Sources Sought Notice. Project Descriptions: GENERAL REQUIREMENTS 1. Intent. The US Army Corps of Engineers, Baltimore District intends to procure a multiple award IDIQ contract as defined in FAR 16.504. The intent of the IDIQ MATOC contract is to provide the Government with cost-effective rapid response for the repair and rehabilitation of Federal and non-Federal flood damage reduction projects, hurricane and shore protection projects, Federal Dams and Reservoirs, new Civil Works construction including flood damage reduction, hurricane and shore protection projects, stream bank stabilization, ecosystem restoration, and for miscellaneous construction projects. Work requirements will vary from each individual Task Order. Task orders issued under this contract shall be issued for work assigned to the, US Army Corps of Engineers, Baltimore District. The Baltimore District shall issue all Task Orders. 2. Task Orders. Firm-fixed-price construction or design construct task orders shall be issued against this potential contract. The Contracting Officer will issue a request for proposals stating the efforts to be accomplished to complete the work. The task orders will be competed within the MATOC population on a firm fixed price basis. The prevailing Davis-Bacon Wage Determinations effective at the time of task order award shall apply to all construction task orders issued under this contract. Task orders may be competed on price alone, or consider a combination of price and technical factors as appropriate for each task order. 3. Contract Period of Performance and Amount. Any resultant contract will be for a period of one (1) base year, and four (4) option years, not to exceed five (5) years. The pool size (number of contracts that may be awarded under the MATOC) is anticipated to be five (5), but could be more or less. Each contract within the pool will share the total contract capacity estimated at $45 million over the five year period. 4. Place of Performance. The effort required under this contract will be performed primarily within the Baltimore District area of responsibility including Maryland, the District of Columbia, and portions of New York, Pennsylvania, Virginia, and West Virginia, however the contract could potentially be used anywhere with the North Atlantic Division region which includes the east coast of the United States between Maine and Virginia. Any work performed outside of the Baltimore District region would need to be approved by the Baltimore District. 5. Scope of Work. The Contractor will provide all design, management, supervision, labor, materials, tools, and equipment necessary for the performance of the work. The nature and categories of work to be performed under this contract include but are not limited to the following: site clearing, earthwork including excavation, backfill/compaction, and fine grading, rip rap placement, in-stream work, pressure relief well installation and rehabilitation, cast in place concrete placement and repair, structural steel work, steel sheetpile installation, pump repair and installation, drainage structure repairs and installation, mechanical and hydraulic systems associated with flood control gate structures, camera inspections of conduits and drainage structures, and obtaining required construction permits. Some of the work may be fast-track design-build requiring appropriate design services to perform the construction efforts and to prepare specifications and drawings. The specific requirements will be noted as part of the detailed requirements of a specific task order, if it is required. All contractor employees working at the project must possess a social security card. Employees must be either a U.S. citizen, green card holder, or in possession of a workers permit. These requirements with no exceptions must be met to be granted access to work at any of the sites listed above. It would be a benefit to the offeror to have engineering and construction personnel familiar with USACE standards and practices for military construction projects. Small businesses pursuing prime contractor opportunities should submit a narrative demonstrating their experience in the type of work for contracts of similar value, in a similar type of location. Contractors must indicate their small business status as a Small Business (SB), Certified 8(a),Historically Underutilized Business Zone Businesses (HUBZone), Small Disadvantaged Business, (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women-Owned Small Business (WOSB). Qualified Small Businesses additionally submit the following information: 1. Company name, address, phone number, point of contact. 2. Company's CAGE Code and DUNS Number to verify your business status as a qualified Small Business (SB), Certified 8(a),Historically Underutilized Business Zone Businesses (HUBZone), Small Disadvantaged Business, (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Women-Owned Small Business (WOSB). Provide three (3) examples of projects similar to the requirements described above within the past five (5) years. Please demonstrate experience in the type of work detailed above, with Task Order Construction Contracts (TOCC), Include point of contact information for examples provided as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 5. A letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business General Contractor. 6. The total submittal shall be no longer than 8 pages in one.pdf file or one word document. 7. Email responses are required. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
