MGUE Industry Day Map MGUE Registration Sheet MGUE Questions Guidance Military GPS User Equipment (MGUE) Industry Day #1 ________________________________________ General Information Document Type: Special Notice Solicitation Number: MGUE_IndustryDay Posted Date: April 03, 2013 Classification Code: 58 - Purchasing Communications, Detection and Coherent Radiation Equipment NAICS Code: 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Size Standard in Number of Employees: 750 or less for Small Business consideration Contracting Office Address Department of the Air Force, Air Force Space Command, SMC - Space and Missile Systems Center, 483 North Aviation Blvd, El Segundo, CA 90245-2808 Description The Global Positioning System (GPS) Military GPS User Equipment (MGUE) Los Angeles Air Force Base (LAAFB) Space and Missile System Center (SMC) intends to host Industry Day #1 from 30 April to 1 May 2013. The goal of MGUE is to develop, integrate, and produce M-Code capable, GPS receivers for the designated lead service platforms specified in the Air Force Requirements Oversight Council (AFROC) approved MGUE Capability Development Document (CDD). These platforms encompass Air (e.g. F-15E), Ground (Raven, AAV) and Maritime (DDG) domains as well as other applications, such as munitions and handheld devices. Under the emerging MGUE Engineering, Manufacturing, and Development (EMD) Phase acquisition strategy, MGUE is considering awarding up to two contracts for development of the GB-GRAM-M and Common GPS Module (CGM) Form Factor with options for the GRAM-S/M and Munitions Form Factor. MGUE Industry Day #1 Overview MGUE Industry Days #1 will provide an Overview Briefing of the anticipated MGUE EMD phase acquisition strategy, requirements, interfaces, and risks. After the briefing, Contractor Teams will be afforded an opportunity to meet with MGUE personnel in scheduled One-on-One sessions, to discuss topics they may not want to publicly discuss during the Overview Briefing. MGUE has a strong interest in soliciting participation from small business and commercial GPS contractors who will apply their technologies and capabilities to develop modernized GB-GRAM-M, GRAM-S/M, CGM, and Munitions form. To attend Industry Day #1, please register your Primary Contractor Team and submit visit requests as instructed below (Registration) no later than 16 April 2013. All qualified contractors, to include small business and small disadvantaged businesses, are encouraged to attend. Industry Day participants are encouraged to submit their own questions/issues to MGUE at least 5 days prior to Industry Day. This will allow MGUE time to better prepare and respond to these questions/issues. Also, Contractor Teams are highly encouraged to read the documents in the following link: www.fbo.gov. Included will be a list of Government questions (file name: "MGUE Industry_Day_Questions_2013-05-01"). MGUE requests participants review questions and provide written responses to: mark.jansen@us.af.mil by 23 April 2013. MGUE will consider contractor input when developing MGUE acquisition strategy and requirements. For both your contractor questions, and your response to Government questions, for each topic, indicate whether you prefer the discussion be provided at the public Overview Briefing, or at your private One-on-One Session. Contractor responses will NOT become public. If your Contractor Team would like to participate in the Industry Day #1 One-on-One Sessions, please make an appointment as instructed below. The Industry Day #1 Overview Briefing and follow-up One-on-One sessions will NOT contain any classified information. Registration Please register by filling out the registration spreadsheet posted with this announcement for the entire Contractor Team and return it via email to Capt Mark Jansen on or before 16 April 2013. Each Contractor Team is limited to five (5) people. One-On-One Sessions Each Contractor Team is invited to meet with the MGUE Government Team for a One-on-One session during Industry Day #1. MGUE will accommodate requests for preferred time slots on a first come, first served basis. Contact Capt Mark Jansen via email to reserve a session. Ombudsman An Ombudsman has been appointed to hear concerns from potential contractors. The purpose of the Ombudsman is to receive and communicate concerns from potential contractors when a contractor prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain contractor issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate a contractors concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the contractor. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
