Description
The National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC) in La Jolla, California has a requirement for a chartered vessel to conduct a survey of highly migratory species between the months of June and August 2013, with option items for the same survey occurring between the months of June and August in 2014, 2015 and 2016. The actual charter duration will be twenty (20) days with an option for up to ten (10) additional charter days to follow immediately. Offerors must be available for a maximum of thirty (30) consecutive days to fulfill this effort. Fishing shall primarily occur in the Southern California Bight (SCB). Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation and services necessary to perform these services. Objectives are listed as follows: 1) Conduct the juvenile shark abundance survey using longline gear, occupying each of the 7 standard stations twice. 2) Document all animals captured and determine species and size distribution by area. 3) Target albacore and swordfish in the SCB for biological and oceanographic studies. 4) Tag and release healthy HMS species with any combination of conventional, satellite and archival tags for migration patterns information. 5) Collect biological samples from up to 30 albacore and other animals that do not survive including: otoliths, fin spines, scales, gonads, muscle, heart, reproductive tissue, stomach contents, and whole specimens. 6) Conduct oceanographic measurements in the survey and fishing areas using CTD deployments and by monitoring acoustic backscatter. The minimum vessel requirements for this charter consist of, but are not limited to: • vessel length of greater than 60' but not more than 100' • beam width greater than 15' • minimum cruising speed of 8 knots with a range of up to 20 days • 2 main and 2 auxiliary (generator) engines • longline capability • capability of maintaining course while cruising at 3-7 knots while trolling • capable of carrying up to 15 days of provisions • freshwater capability for at least 20 days • berthing for up to five (5) fishery scientists and/or observers • Crew experienced with deploying and retrieving longline gear • Minimum of 45 cubic feet of dry storage The proposed contract action is unrestricted. The NAICS code for this procurement is 483114 and the business size standard for this requirement is 500 employees. Any vendor desiring to be considered for award must be registered System for Award Management (SAM) using this NAICS code. Any resulting contract will be awarded as a firm-fixed price contract.
