- Notice of Intent to Award an 8(a) Sole Source Contract The U.S. Army Corps of Engineers Memphis District, located at 167 N. Main Street, Memphis, TN 38103-1894 intends to negotiate and award a sole source contract with AVPOL International, LLC located at 1320 Peabody Ave, Memphis, TN 38104-3500. The NAICS Code is 561320, Temporary Help Services, with a small business size standard of $25,500,000. The estimated value of the work is between $225,000 and $675,000 for the complete three (3) year period. This contract action was accomplished using other than competitive procedures because a statue exists that expressly authorizes or requires that this acquisition be made from a specific source or through another agency; specifically, FAR 6.302-5(b)(4) for sole source awards under the 8(a) program 15 U.S.C. 637(a) and in accordance with 13 CFR 124.1-1(c) and FAR 19.8.- Contracting with the Small Business Administration (The 8(a) Program). The work to be done under this contract consists of furnishing administrative support services in support of the U.S. Army Corps of Engineers Logistics Activity. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however interested 8(a) firms may submit a capability statement in response to the above requirement by April 5, 2013 @ 3:00 PM CST to Sierra Marshall, Purchasing Agent, Phone: (901) 544-3614, Fax: (901) 544-3710, Email: sierra.s.marshall@usace.army.mil. A determination by the Government not to open competition based responses to this notice is solely within the discretion of the Government.
