- The U.S. Army Corps of Engineers, ERDC Contracting Office intends to solicit and award on a sole source basis under the authority of FAR 13.500 to Heartland Cement Sales, Co., of Bethlehem, PA. The Contracting Officer has determined that only one source is reasonably available. This requirement is to provide Flowable Fill Material that matches material purchased previously for consistency. A copy of the Sole Source Justification is as follows: SUBJECT: Sole Source Justification Requirement for Purchase of Flowable Fill Material 1. The Airfields and Pavements Branch (APB) of the US Army Engineer Research and Development Center (ERDC), Vicksburg, MS, has been tasked by the US Air Force Civil Engineer Center (AFCEC) to develop design curves relating rapid-setting concrete cure times, rapid-setting concrete cap thickness, and sustained sorties. The design curves will help predict the life of a crater repair when rapid setting concrete is used as a capping material over cementitious backfill materials such as flowable fill. 2. Flowable Fill Material is required for the testing. Six previous demonstrations, Critical Runway Assessment and Repair (CRATR), Joint Capabilities Technology Demonstration (JCTD), Limited Operations Utility Assessment (LOUA) 1, LOUA2, final Operations Utility Assessment (OUA), Cold Weather Demonstration for Concrete, Wet Weather Demonstration, and Large Crater Demonstration have validated the effectiveness of modern expedient repair equipment, tactics, techniques, and procedures (TTP) and materials for ADR operations, including Utility-Fill Step 750. Heartland Cement Sales Co. is the sole manufacturer of Utility-Fill Step 750. 3. In order to maintain consistency and complete the ongoing testing, the flowable fill material must be purchased through Heartland Cement Sales, Co. The APB requests that 168 tons of material packaged in 3,000 lb supersacks be purchased. A RFP/RFQ WILL NOT be issued based on this notice.
