Description
Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892, UNITED STATES Description: The National Cancer Institute (NCI), Laboratory of Experimental Carcinogens (LEC) Facility plans to procure on a sole source basis the services of Life Technologies/ABI, 850 Lincoln Centre Dr, Foster City, CA 94404 to provide maintenance services for the Government-owned instrumentation listed here: a) Applied Biosystems 3130-16 Genetic Analyzer, s/n 17214-015 b) Applied Biosystems3130-16 Genetic Analyzer, s/n 1202-033 c) Applied Biosystems DNA Analyzer ABI Prism 3730XL, s/n 16111-010 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219, and the business size standard is $19.0 Million. Period of Performance: Performance shall be from April 16, 2013 to April 15, 2014 or twelve (12) months from date of award whichever is later. These instruments are located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Bldg. 37, Bethesda, MD 20892. Contractor shall perform three (3) preventive maintenance inspections during the contract period. All service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided by the Contractor on an unlimited basis during the term of this contract. Emergency service shall be provided during normal working hours, Monday thru Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall within twenty-four (24) hours furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. The contractor shall provide Software Service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The NIH/NCI/LEC DNA Minicore is a CORE Facility that provides sequencing to over 500 users within the NCI. This core was established over twelve years ago with a steady increase in usage each year. This service contract will help to keep the core instruments operating at optimal capacity. No other known source or service provider is able to provide this service. The Applied Biosystems 3130 & 3730 Analyzers are manufactured by Applied Biosystems which has since been purchased by Life Technologies Corporation. As the manufacturer/owner of the technology, Life Technologies Corporation is the sole source qualified to provide preventative maintenance on this equipment and its sensitive parts. This is not a solicitation for competitive quotations. However, we encourage all responsible sources, particularly small businesses to submit a statement of capabilities if they believe they can meet the above requirement. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 16, 2013. No electronic capability statements will be accepted (i.e. email or FAX), and original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. All questions must be in writing and can be faxed (240-276-5401) or emailed to Tiffany Kittrell, Contract Specialist at tiffany.kittrell@nih.gov. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) thru sam.gov.
