Description
SOURCES SOUGHT GENERAL INFORMATION: The U.S. Government (USG) appreciates the time and effort taken to respond to this sources sought. This is a market survey requesting information in support of a possible competition for the Engineer Equipment Set, Urban Operations Platoon Set (UOpPS). Product Manager - Sets, Kits, Outfits & Tools is the requiring activity for this acquisition. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. DESCRIPTION OF INTENT: The USG is planning an RFP for a three year requirements contract for the UOpPS. The USG is considering using full and open competition depending on industry's ability to comply with the non-manufacturer rule at FAR 19.102(f). The components included in the set, as listed in the attached draft Description for Purchase (DFP), would be subject to the Berry Amendment. In addition, this kit contains approximately 67 components. 47 of these components will be purchased via brand-name-only, and 20 of the components will be purchased through brand name or equal. The above strategy is solely for informational purposes of this market survey questionnaire. It does not obligate the Government in any way and the Government reserves the right to change any/all of the strategy listed above at any time. INSTRUCTIONS FOR COMPLETING THE QUESTIONNAIRE: 1. Would you be able to propose firm-fixed prices for up to three ordering years? 18. What is your companies production capacity (number of sets per month)? 19. What is the longest lead time component and the lead time for that component? 20. It is expected that a Product Verification Test (PVT) will be required on this kit. The PVT is comprised of one complete Urban Ops Platoon Set. What is the lead time for production of the product verification set? 21. Cost estimate per Urban Ops Platoon Set. 22. Please provide any history of your company concerning warranty and replacement claims (what your min/max times are for processing claims, and do you have the ability to provide replacement items to the customer or if you have an quote mark in between quote mark you utilize.) 23. Does your facility have the capacity to store completed Platoon Sets until the units are ready to receive the sets and you ship them to the field? 24. If you answered yes to #23, what (if any) would be the charge for storing these completed sets until they are ready to be shipped to the field?
