- SPECIFICATIONS xyz Files PLANS Project work consists of maintenance dredging of the Morehead City Harbor Cutoff and Range A. The work will consist of removal and disposal of shoaled material that has accumulated in the channels since they were last dredged. The dredging may be performed by mechanical dredge (clamshell, dragline or dipper). Dredging depth is 45 feet plus 2 feet of allowable overdepth. Disposal of dredged material will be in the Nearshore Placement Area. The environmental window for disposal in the Nearshore Placement Area is 1 December to 30 April. Efforts are currently underway to obtain an extension of the environmental window beyond 30 April for disposal in the Nearshore Placement Area. If weather and/or wave conditions prohibit safe disposal in the Nearshore Placement Area, the Contractor will be allowed to place dredged material in the Ocean Dredged Material Disposal Site (ODMDS). However there will be a limit on the number of loads allowed to be placed in the ODMDS. The quantity of material to be dredged, including allowable overdepth, is estimated to be approximately 500,000 cubic yards. Magnitude of construction is between $1,000,000.00 and $5,000,000.00. Equipment shall have Coast Guard Certification, use of a Mechanical Dredge with Scows or Pipeline Dredge with Scows for delivery of unclassified material to be disposed in the designated Nearshore Disposal Area). The request for proposal will be issued on 29 March 2013 and proposals will be due on or about 29 April 2013. The award of the task order will be made on the basis of Lowest Price Technical Acceptable (LPTA; for LPTA the technical evaluation factors are availability of technically acceptable plant and equipment and past performance. Districts can contact the Jacksonville District regarding contractors' performance under the MATOC and/or check contractors' past performance on PPIRS (CCASS). The request for proposal will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
