STATEMENT OF WORK SOLICITATION EA133F-13-RQ-0287 R - PROFESSIONAL, ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES NOTICE DATE: MARCH 26, 2013 Notice Type: Pre-solicitation NAICS: 541690 - OTHER SCIENTIFIC & TECHNICAL CONSULTING SERVICES Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of the Office for Seafood Inspection, Silver Spring, MD is soliciting a requirement for a full time microbiologist to perform laboratory support activities and microbial and chemical analysis to detect, identify and quantify microbiological and chemical hazards in seafood and fish meal, in accordance with the attached Statement of Work. Travel, Not to exceed amount of $10,000.00. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541690, which has a corresponding size standard of average annual receipts of $14.0 million. The total period of performance for all work specified in the Statement of Work is April 12, 2013 through April 11, 2014. Solicitation number EA-133F-13-RQ-0287 will be issued March 28, 2013 and will close April 8, 2013. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified in the solicitation. Basis for Award The basis for award of a contract as a result of this Request for Quote (RFQ) will be an integrated assessment by the Government of the results of the evaluation based on the evaluation factors listed below.Personnel Qualifications, Technical and Past Performance, when combined, are more important than price. Minimum Qualifications The Offeror shall have expertise in the following: • Master's Degree in Microbiology or Biotechnology • Knowledge of the theories, principles and methods of a professional microbiologist with advanced technical knowledge of molecular biology and protein analysis. • Candidate must possess at least 1 year of laboratory experience in the seafood safety microbiology field with extensive experience in molecular biology analyses and protein analysis (Bradford and capillary electrophoresis). • Candidate must possess experience with real time PCR, DNA sequencing, and DNA-RFLP analysis. • Candidate must possess experience using protein pattern matching techniques for seafood species identification using isoelectric focusing gels (IEF) and capillary electrophoresis patterns. • Candidate must have performed a variety of ELISA's for detecting chemical hazards in seafood. • Must have trained employees on seafood safety analyses as well as laboratory safety. • Maintained laboratory seafood safety analysis equipment. • Troubleshooting abilities regarding mechanical problems with seafood analysis equipment. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (2) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (3) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (4) Price. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about April 12, 2013.
