Description
The California Institute of Technologys Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), is seeking potential contractors to provide facility maintenance services for janitorial, housekeeping, landscaping, material handling distribution, equipment and vehicle operation and maintenance services for the JPL Table Mountain Facility (JPL/TMF) located in Wrightwood, California in the San Gabriel Mountains in San Bernardino County, California. One of the objectives of the RFI is to understand the extent to which the vendor community is interested in providing this type of service solution to JPL. In order to maximize the return on information for JPL from all participants, the documentation will be sent to all parties participating in this RFI, and JPL will keep the identity of the requestor confidential. Moreover, your response to the full request (RFI) is also confidential. PROCUREMENT: It is the Laboratorys intent to issue a fixed-price subcontract in the summer of 2013 for JPL/TMF support 24 hours a day/7 days a week/365 days a year at our Table Mountain Facility (TMF) located at Wrightwood, California, in the San Gabriel Mountains in San Bernardino County, California. The resulting subcontract will have a total period of performance of five (5) years with as many as four (4) one (1) year options and it will be subject to the U. S. Department of Labor Service Contract Service Act Requirements. Currently, there are approximately five (5) individuals supporting the facility. The potential Request for Proposal (RFP) will be designated by JPL as a Small Business Set-Aside. SCOPE OF WORK: The contractor will be located at JPL/TMF, and managed by JPL personnel, who provide the following services to maintain an environment that is conducive to science projects at TMF: (1) Security monitoring of the condition of buildings, equipment, instruments, and personnel and take corrective action as appropriate; and carries hand-held radios, hand cuffs, and pepper spray; (2) Janitorial and housekeeping of all buildings and grounds; (3) Seasonal Work: landscaping and snow removal; (4) Facility maintenance; (5) Material handling distribution services; and (6) Equipment and Vehicle operation and maintenance. REQUIREMENTS: The Laboratory asks that you identify your proposed technological approach and comment on its principal performance-cost relationships which includes your Rough Order of Magnitude (ROM) estimate for the total period of performance. You will find the following documents to aide you in preparing your response: Attachment 1 - SUBCONTRACTOR PERSONNEL SITE POLICIES, Duties and Responsibilities, dated March 6, 2013 (Attachment 1); and Table Mountain Facility (TMF) Requirements Matrix, dated March 6, 2013 (Attachment 2). If you are a Small Business, you must be classified as a Small Business as defined by the Small Business Administration (SBA) under North American Industry Classification System (NAICS) Code 561210 - Facility Support Services; Size Standard $35.5M.
