- FAR Clauses Statement of Work- (V3) Automated Motor Vehicle Gate Drive Replacement 1. General Requirements 1.1. The contractor shall provide all management, supervision, labor, supplies, materials, equipment, tools and transportation necessary to install a new gate and an automated gate motor drive at Point Reyes, CA. 1.2. The contractor is responsible for the protection of existing structures, utilities, work and vegetation. Workers shall stay within the site area. Any damage shall be repaired at the contractors expense. 1.3. The contractor shall unload, unpack, and store all equipment as such as to protect its physical condition. 1.4. The contractor shall removal all previously installed equipment and hardware within the scope of work. 1.5. Disposal of non-reusable equipment, components, and materials. The contractor shall dispose of, as scrap, all items or materials removed during the completion of the project that are not designated to be: reinstalled, retained and shipped by the Contractor to a Coast Guard authorized facility, or turned over to the Coast Guard Inspector. Ensure that all item/material disposals are in accordance with applicable Federal, state, and local regulations. 1.6. Prior to starting work on applicable systems, the contractor shall notify the COTR, in writing, of equipment, systems, circuits, components, piping, and valves that require isolation so that tag-outs/lock outs can be accomplished. 1.7. Housekeeping. The Contractor shall accomplish the following, in regards to housekeeping: • Maintain good housekeeping conditions at all times, and provide adequate aisles and passageways in all work areas. Ensure that all staging platforms, ramps, stairways, walkways, aisles, and passageways are kept clear of all tools, materials, and equipment (except those that are in use), and all debris such as welding rod tips, bolts, nuts, and similar material. • Ensure that all working areas on or immediately surrounding the work area are kept reasonably free of debris, and construction material. To ensure that materials and debris do not present a hazard to personnel. • Take action to mitigate any slippery condition on walkways or working surfaces. • Maintain free access at all times to all exits and to all fire alarms or fire-extinguishing equipment. • Keep all oils, paint thinners, solvents, waste, rags, or other flammable substances in fire resistant covered containers when not in use. • Upon completion of all work, remove equipment and material from the work site and restore all existing facilities affected by the work to original conditions. 1.8. Labels/tags The Contractor shall provide identification labels for all electrical and electronic equipment and fittings installed. 1.9. Inspection/Tests/Final Inspection A. Only the COR/Government Inspector and the Contracting Officer has the right to reject defective workmanship or material. B. Only the contracting Officer is authorized to change any provision of the contract. C. It is the Contractor's responsibility to ensure quality construction. Arrangements for witnessing system tests will be coordinated in advance. Work or materials not meeting the requirements of the contract will be rejected -- even after installation D. Only the Contracting Officer's Representative (COR) and Contracting Officer can accept the work. Acceptance by the Government will be made as promptly as practicable after completion and inspection of all work required by the contract. The Contractor shall perform all tests and inspections in the presence of the CG Inspector. The Government reserves the right to perform any additional inspections deemed necessary to ensure the work conforms to the prescribed requirements. Final inspection, punch list, acceptance and cleanup of the project site shall be completed before the contract completion date. Final acceptance of the work will be by the Contracting Officer or an authorized representative. 2. Scope 2.1. Replace Broken Gate Operator with New Direct Drive Gate Operator. Completion of job within 30 after receipt of purchase order. 2.2. Contractor shall use existing gate when practicable and retrofit it with a direct drive operating system. The preexisting infrastructure shall be used to include but not limited to underground pull boxes, access and control systems, and structures. Modification to the electrical system to meet operator requirements is authorized. 2. 3. Requirements: • The contractor shall use direct drive technology as the operating force. The direct drive system shall not use a chain as a means of transferring the drive force to the gate. • All electrical and electronic components shall conform to U.L. standards and be listed with a Nationally Recognized Testing Laboratory. • All metallic components shall be of stainless steel, powder coated / anodized aluminum or corrosion protected steel. All fasteners shall be produced out of stainless steel, aluminum or have zinc plating. • The controller enclosure shall comply with NEMA Type 3R, 4, and 12 • The operator shall interface with all standard access control devices. • The operator shall interface and operate with entrapment and safety devices in accordance to U.L. 325. • The operator shall interface with all vehicular detection devices. • The slide gate which the operator will be installed on shall be reasonably level and in acceptable operating condition. • The operator electrical supply standard shall be 208/240VAC, single or 3 phase 60Hz. • A 20 amp service shall be available at the installation site. Additional options and configurations may require higher current service. • All electrical supply shall be installed in accordance with the National Electrical Code (N.E.C.). Additional local codes may exist. • A 24VDC 2A fused supply shall be available for auxiliary device power. • A pad lockable mechanical release shall be provided in the event of a power failure or malfunction. • The direct drive operator shall have a normal ambient operating temperature range of 00F / +1200F • The direct drive operator shall have provisions for employing heating or cooling elements required in geographical locations exceeding the normal ambient operating temperature range. • The operator shall be installed in accordance with the manufacturer's installation instructions. CONTRACT ADMINISTRATION DATE Part A: Contracting Officer Representative (COR) OSCS Phil Marsh, Philip.A.Marsh@uscg.mil (415) 669-2177 is the Contracting Officer's Representative for the purpose of day to day technical administration/inspection of all work under the contract. This includes, but is not limited to, administration of progress, approval of submittals, final inspection and providing technical assistance when required. The contractor is cautioned that in no instance is the above named person authorized to approve any changes which will involve the quantity, quality, price or performance of the contract. Part C: Contract Administration SPECIAL CONTRACT REQUIREMENTS Part A: Access to Government Property (On-Site Contractors) The COR will make all necessary arrangements for access by contractor personnel to the work site(s). While on government property, the contractor personnel shall comply with all rules and regulations pertaining to health and safety, not only as they apply to themselves, but also to other personnel and property at the site. Contractor personnel shall comply with all regulations restricting the disclosure of information which may become know during the performance of this contract. Part B: Permits and Licenses In the performance of work hereunder and with the price herein, the contractor shall obtain and maintain in effect all necessary permits and licenses required by Federal, State, or local government, or subdivisions thereof, or of any other duly constituted public authority. Further the contactor shall obey and abide by all applicable laws and ordinance. Part C: Indemnification The contractor shall hold harmless and indemnify the government against any and all claims and costs of any kind and nature, for any loss or damage occurring in connection with the contractor's acts or omissions incident to its performance under this contract. This indemnification includes the acts or omissions of the contractor, any subcontractor or any employee, agent, or representative of the contractor or subcontractor.
