Description
The Support Equipment and Vehicles Division at Robins AFB, Georgia has a requirement for a 7-year, firm-fixed price, Requirements-type contract for HPU, Hydraulic, Diesel/Electric (hereafter referred to as HPU); Master NSN: 4320-01-524-4611QS (generic NSNs for solicitation purposes only). The HPU shall be a four-wheeled, trailer mounted, diesel and electric driven pumping unit. It shall be capable of operating in diverse weather conditions. It shall provide multiple aircraft jacks simultaneously uniformly during military aircraft jacking operations. The HPU can provide a minimum of four gallons per minute total flow at 4,000 psi gage continuously from three hose reels. The HPU shall be air transportable as specified in types C-130, C-17, and C-5 aircrafts. The mandatory, minimum requirements for the HPU will be identified in Purchase Description (PD) PD12WRGRVEA10. A Statement of Work shall identify the program requirements including all data deliverables. This requirement will consist of one basic period of 24 months and five annual option periods. A preproduction unit will be required and will be subject to the testing requirements set forth in the PD and Statement of Work. The best estimated quantities (BEQs) for the production units are as follows: Basic period 5 each, Option year I, 45 each and Option years II-V, 50 each. Destinations for these units will be CONUS and OCONUS Air Force and DoD installations. There is no minimum or maximum order amounts established. The successful offeror shall be required to complete a first production unit of the HPU in the basic contract period, subject to required tests in accordance with the Purchase Description (PD) and Statement of Work prepared for this acquisition. Required tests will be identified in the test procedures and the test/inspection report, which the contractor shall prepare for program engineer approval. This requirement will also include data such as Technical Manuals and Monthly Status Report. FAR Part 12 and 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instruction contained in the RFP. This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure. For those offerors whose proposals are determined to be technically acceptable via technical proposal, award will be made to the offeror having the lowest total evaluated price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis for Award" provision in the RFP. It is anticipated that the RFP will be released in April 2013 and award is approximately scheduled in October 2013. The RFP will be posted to the Federal Business Opportunities webpage. All responsible sources may submit a proposal, which shall be considered by the agency; however, this acquisition will be 100% set aside for small businesses and is subject to the Buy American Act.
