- Description
- The U.S. Department of Labor (DOL) intends to procure IT Software Application Operations and Maintenance services for the Wage and Hour Division (WHD) located in Washington D.C. The contractor shall provide all personnel, transportation, and supervision to accomplish the following: The objective of this effort is to support WHD legacy system with providing planning, and, developing and implementing system updates, to include bug fixes and system enhancements for WHD major systems. Specifically, the contractor shall:  Create an organization structure which supports and complements the organizational structure of WHD, Division of Information Technology (DIT).  Coordinate and comply with standards established by the DIT Project Management Office (PMO).  Establish a Systems Lifecycle Documentation Team and a Systems Lifecycle Development Team.  Provide the full range of database support including but not limited to activities such as: preparing database scripts to update the existing database schema, writing triggers and store procedures, establishing proactive database health checks, and maintaining data integrity in the database.  Provide contract management for all deliverables.  Provide systems security support and documentation which includes complying with Federal Information Security Management Act (FISMA) requirements, completing Privacy Impact Assessments (PIA), and protecting data covered under a PIA  Reply to and Assist with audit requests  Provide Enterprise Architecture Artifacts for WHD systems. The Acquisition will be conducted as a 100% Small Business Set-Aside with the applicable NAICS code, 541511, Custom Computer Programming Services. The Government anticipates competitively awarding a Labor Hour type contract for a period of one (1) Base year and four, one-year options. The Government will award the resultant contract on a best value basis utilizing the procedures of FAR 12, and 15. The Government anticipates issuing the solicitation via Federal Business Opportunities (FBO) on or about April 10, 2013. The solicitation will be issued electronically only, hard (paper) copies will not be provided. It is the contractor's responsibility to monitor the website for the issuance of the solicitation as well as any amendments. All prospective contractors must be registered in the System for Award Management (www.sam.gov) and Online Representations and Certifications Application (ORCA) database (https://orca.bpn.gov/). Questions and comments are not solicited at this time and will not be responded to.
