Contracting Office Address NASA/John F. Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK13466548R Revitalize Medium Voltage Electrical Distribution Systems, Industrial and Payload Processing Areas, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The primary task of the construction firm will be the revitalization of Kennedy Space Centers medium voltage electrical distribution systems in the industrial and payload processing areas. A list of tasks associated with the proposed work includes, but is not limited to, the following: a.Demolish, replace, and install new low and medium voltage cable systems, to 15kV in raceway, cable tray, and underground ducts. b.Demolish, replace, and install new 15kV load break switches with SF6 insulated pad-mounted switchgear. c.Demolish and replace existing 4160V (5 to 10 MVA class) and 480V outdoor substations including the planning and execution of work to eliminate or minimize power outages to critical loads. Provide fully documented and networked switchgear control power, instrument/metering, and transfer control systems including the use of programmable logic controllers and Schweitzer Engineering protective relay systems. d.Site work (excavation, backfill, concrete, bollards, de-watering, directional boring, etc.) associated with underground electrical work and electrical equipment installation including wind rated foundation design large electrical transformers and outdoor substation enclosures. e.Perform hazardous material sampling and abatement (paint, oil, and asbestos). f.Perform power system analysis, coordination studies, arc-flash studies, and protective relay settings. Perform power equipment testing and validation including factory testing, customized field testing, and NETA testing. g.Perform electrical safety hazard analysis, detailed job hazard analysis, and use of electrical personnel protective equipment, arc-flash and shock prevention. Perform complex cable splices while wearing arc-flash personnel protective equipment in manholes using certified personnel. The NAICS code for this procurement is 237130 with a small business size standard of $33.5M. The contract effort will include the following tasks and options: Task 1 Revitalize Medium Voltage Distribution System, Industrial and Payload Process Areas. Option 1 Modification to SS-119 protective relay. Option 2 Demolition of M7-355 (O&C Building) Substation B, C, D, E, & F and the installation new Substations 227A and 227B. Option 3 Replacement of M7-355 (O&C Building) Feeders 6/8 (202/203 and 204/205). Option 4 Replacement of Feeder 102. Option 5 Replacement of Feeder 101. The basic contract task and each option shall be bid separately. The Performance Period including all tasks and options shall be completed in 780 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $5,000,000 and $10,000,000. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The acquisition shall be conducted as a 100% small business set-aside. The anticipated release date of the RFP is on or about April 15, 2013 with an anticipated offer closing date of on or about May 15, 2013. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about April 24, 2013. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings will be made available for download through the posted solicitation. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note 'B'. The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
