Description
INTRODUCTION : THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Roche Diagnostics, 9115 Hague Road, Indianapolis, IN 46256-1025 to procure Titanium Sequencing Kits. This a follow-on requirement : 1. GS Titanium Sequencing Kit, XLR70, Catalog Number: 05233526001, Quantity: Thirty-Six (36); 2. GS Titanium PTP Kit 70x75, Catalog Number: 05233682001, Quantity: Thirty-Six (36); 3. GS Titanium LV emPCR Kit-Lib-L 2 emulsions, Catalog Number: 05618428001, Quantity: Forty-Five (45); 4. GS Titanium emPCR Breaking Kits MV/LV 12pc, Catalog Number: 05233658001, Quantity: Three (3); 5. Titanium Paired End Adapter Kit - 10 paired-end libraries, Catalog Number: 05463343001, Quantity: One (1); 6. GS Rapid Library Prep Kit - 12 shotgun ligated libraries, Catalog Number: 05608228001, Quantity: One (1); and 7. Order Processing Fee. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), NIH Intramural Sequencing Center (NISC) is a centralized research facility for performing high-throughput, large-scale DNA sequencing and sequence analysis. NISC has served the NIH community for over 16 years as a source for high-quality large-scale sequencing and analysis. The NIH Intramural Sequencing Center (NISC), established in 1997, is a multi-disciplinary genomics facility that emphasizes the generation and analysis of DNA sequence. In addition to providing investigators at the NIH access to large-scale DNA sequencing, NISC plays a major role in several efforts related to the Human Genome Project including a Comparative Vertebrate Sequencing Initiative, the ENCODE Project, and the Mammalian Gene Collection Program. NISC is also an active participant in the International Sequencing Consortium. As next generation sequencing applications expand, so does the demand for services. PERIOD OF PERFORMANCE : The delivery of the Titanium Kits will be made within 1-week of receiving approved purchase order. JUSTIFICATION: The NIH Intramural Sequencing Center in conjunction with the research laboratories are using the Genome Sequencer FLX Instrument to explore the human skin biome by sequencing microbes isolated from skin samples in order to establish a database of microbes inhabiting the human body. This FLX sequencer is a high-throughput system that can generate more than 1,000,000 individual reads with improved Q20 read length of 400 bases per 10-hour instrument run. Due to increase in sequencing demand on Roche's Genome Sequencer FLX instrument, the needs for reagents have increased. NISC is need of purchasing enough reagents to keep up with the demand and Roche Diagnostics is the sole manufacturer of these reagents. The kits are in a pre-configured format to fit directly into the Genome Sequencer FLX (454) instrument and customized if needed to fit NHGRI's need. Compatibility is essential and no other source substitute is acceptable. Contractor Requirements : • Reagents must be capable for use in Roche's Genome Sequencer FLX (454) Instrument to generate read length greater that 400 bp. • Reagents must be pre-configured into appropriate aliquots and be able to fit into the Genome Sequencer FLX chamber. • Number of reads should be greater than or equal to 1 million reads Government Responsibilities : • Store reagents at stated temperature by vendor. Inspection and Acceptance Requirements : • Upon arrival of reagents to destination, the package and contents must be undamaged. • Upon arrival of reagents to destination, the package and contents must be at proper temperature REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 325413, In-Vitro Diagnostic Substance Manufacturing and the Small Business Size Standard is 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-66 (February 28, 2013). This requirement is under the SAT of $150,000.00. The determination by the Government to award a purchase order on a sole source on competitive basis for Service Contract Renewal to Roche Diagnostics is based upon a previous purchase order issued under: [HHSN268201200343P, September 21, 2012] for this requirement. Any information received as a result of this pre-solicitation / notice of intent will be considered solely for the purpose of determining whether to conduct any future competitive procurements. Interested parties may identify their interest and capabilities in response to this synopsis, April 3, 2013, 10:30 a.m., Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement. This notice of intent is not a request for competitive proposals.
