- The Naval Surface Warfare Center Panama City Division has a requirement to replace and install a new free-standing head-out immersion pool, cable of chilling, heating, cleaning, and circulation of the water, and to include a continuous current for subjects to swim against at the Navy Experimental Diving Unit (NEDU) Panama City, Florida. All equipment shall meet electrical code standards for equipment being used within a wet environment, i.e. ground fault isolation circuits GFCI. The pool shall be installed by the manufacturer ™s certified technicians at NEDU and shall not require modifications to the foundation to compensate for height or load bearing. All services, such as water supply and electrical feeds will be in place and provided by NEDU prior to installation. System requirements are as follows: A) Head-Out Immersion Pool: Fiberglass pool construction with an overall depth of 66 inches throughout, with a deep 30 inches current flow, allowing for a variety of exercises such as deep water running and swimming-in-place. Current will be controllable and will require full circulating cycle (defined output with a return that does not cause turbulent flow.) Overall Pool requirements: Pool Depth will be adjustable from 66 inches to 42 inches in height. Overall outside dimensions of 18 feet long by 7 feet wide by 8 feet tall. Pool Weight with equipment will not exceed 4,000 lbs. Pool volume will be 4,900 gallons. Overall load bearing of the pool will not exceed 800lbs per sq ft. B) Commercial Filtration System: 1hp pump, 5.5kw heater, 320 sq. ft. (29.7 square meters) filter C) Ozonator: 110V plug in unit. D) Video Camera System: 110V plug in unit cable of displaying various output signals E) Underwater Lighting:110V plug in unit on right or left side of pool. Air button provided to turn light on and off. Deliverables would consist of the following: One (1) Fiberglass Head-out Immersion Pool, consisting of the following: Equalization skimmer Recessed steps with Stainless steel handrails Stainless steel side handrails Air operated current controls Remote control pool control Rear emergency shut-off bar Non-skid floor surface Electric controller-converts single phase into three phase Stainless steel polished front and rear grates 7.5 hp electric motor with paddlewheel drive system Thermal blanket Two stainless steel front handrail Programmable timer and interval device including water speed and timer Ancillary Equipment: Commercial Filtration System Ozonator Video Camera System Underwater Lighting Additional Floor Depth This requirement will be a Firm Fixed Price Purchase Order. The period of performance will be date of award through one hundred twenty (120) days thereafter (including installation) to the U.S. Navy Experimental Diving Unit/NEDU, Receiving Officer, 321 Bullfinch Road, Panama City, FL 32407-7015. Delivery terms for this requirement are FOB Destination. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. The Request for Quote is attached to this synopsis. The award will be made to the lowest price technically acceptable offeror on or about 16 April 2013. NOTE: Awardee shall not invoice for payment until order is complete. The NAICS code is 339920. This requirement is 100% set aside to small businesses. The Small Business size standard is 500 employees. FSC 7830, applies.
