Attachment A, USCG Operational Effectiveness Model Capabilities Checklist THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES COAST GUARD (USCG) RESEARCH AND DEVELOPMENT CENTER (RDC) IN NEW LONDON, CT. This Request for Information (RFI) is part of a market research effort to assess industry capabilities that will best address the USCG's need. The USCG RDC is chartered to conduct research, development, testing and evaluation activities. The USCG RDC is seeking sources capable of providing a computer simulation software modeling suite capable of representing USCG operations in the maritime environment and providing Operational Effectiveness Metrics. The model shall be scalable from Engagement-Level to Campaign-Level, with resolution sufficient to enable trade-off studies between Platforms, Sensors, Concepts of Operations (CONOPS), and Tactics, Techniques and Procedures (TTP). The model shall be operable on a dedicated local network of personal computers utilizing Microsoft Windows 7, Linux or Unix. The model capabilities desired are enumerated in the response form, USCG Operational Effectiveness Model Capabilities Checklist, provided as Attachment A to this announcement. Interested vendors shall complete a copy of the checklist, for each candidate model. For each checklist item, vendors shall indicate if the capability is currently available in their candidate model and, if not, the Rough Order of Magnitude (ROM) cost to develop that capability (if feasible). Each checklist also requires ROM cost estimates for the following items: • Purchase of software, licenses and data rights • Full installation and verification testing on Coast Guard computers located at the Coast Guard Research and Development Center in New London, Connecticut. • Training for a minimum of three Coast Guard personnel sufficient to permit end-to-end use of the model to be conducted at the Coast Guard Research and Development Center. • Recurring licensing, maintenance or periodic upgrade fees. • Any other expected costs not enumerated above. When responding to this RFI, please include the following information: • A cover letter of no more than four (4) pages in length briefly describing the candidate models submitted. • A fully filled-out copy of the capabilities checklist provided as Attachment A for each candidate model submitted. • Amplifying information (reports, videos, demonstration versions, etc.) as desired.
