- The Battle Management Program Executive Officer, Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, intends to award several Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to sources capable of meeting the requirements for providing commercial and/or non-developmental items (NDI) Civil Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM), navigation safety, and Next Generation Air Transportation System (NEXTGEN) avionics products. Contractors must offer a minimum of one product on any single product line in any of the qualified avionics products under Civil Communications, Navigation, and Surveillance/Air Traffic Management (CNS/ATM), navigation safety, or Next Generation Air Transportation System (NEXTGEN). A Contractor will be awarded a contract based on one or all six of the product lines depending on which qualified product lines are offered. The purpose of these contract actions is to offer qualified avionics product lines to customers who choose to purchase from the iGATM catalog. The anticipated ordering period will be from 08 February 2014 through 07 February 2019 in accordance with Federal Acquisition Regulations Part 12-Acquisition of Commercial Items and FAR Part 15-Contracting by Negotiation. In order to have a product line placed on the CNS/ATM Catalog, Contractors will be required to offer both a two (2) and a ten (10) year warranty period either of which customers may choose. The Contractor must establish a Return Merchandise Authorization (RMA) process for the return and repair of a defective product purchased from the iGATM Catalog. The process must include quidelines from the receipt and repair of equipment returned by an end user anywhere in the world. Contractors that are awarded an ID/IQ contract must abide by the International Traffic in ARMS Regulations (ITAR)/Export Control restrictions placed on the items. Violations of these regulations are punishable by fine, imprisonment, or both. This document is a Notice of Contract Action (NOCA) only and does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that the United States Air Force Life Cycle Management Center (AFLCMC), Hanscom AFB will take procurement action in this matter. In addition, this issuance does not either limit or restrict the Government's acquisition approach. Neither AFLCMC not the Government will be responsible for any cost incurred by any potential offeror in furnishing this information. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Background: AFLCMC/HBAI, the iGATM Branch has been responsible in accordance with Air Force Policy Directive (AFPD) 63-13 and AFI 63-137 for providing CNS/ATM related avionics to the Air Force's aircraft acquisition sustainment units since 1998, and has awarded several multiple award ID/IQ contracts to provide products essential to civil airspace access for Air Force aircraft. The current CNS/ATM I Product Catalog acquisition was a competitively awarded Multiple Award ID/IQ contract, conducted in compliance with the Competition in Contracting Act as implemented by Federal Acquisition Regulation (FAR) Part 6 as a result of market research conducted in March 2004. The CNS/ATM I multiple award ID/IQ contract consists of, twelve (12) contracts that were competitively awarded on 07 February 2006. The successful offerors were awarded contracts to supply equipment under twenty-five (25) product lines to include technical data, annual service agreements and engineering services. All contracts consist of Firm-Fixed Price "B-Tables" for the awarded product lines. The current Contracts offer a minimum of one product on a single product line. No single Contractor was awarded a contract that encompassed all twenty-five (25) product lines. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Ombudsman: An AFLCMC Ombudsman is available to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues and disagreements, and/or recommendation to the listed Contracting Officer above for resolution. The AFLCMC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman, for all of AFLCMC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to AFLCMC/CC, AFLCMC's Deputy of Acquisition (DC(A)) or AFLCMC's Deputy for Support (DC(S)) from Industry or Government personnel, and assists in the resolution of these concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or the source selection official. When approached with an issue or query, the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
