- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a contract to procure Communications/Navigation Radio Frequency Avionics Flightline Tester (CRAFT) AN/USM-708 and AN/USM-719 Radio Test Sets P/N's: 90000108 and 90000121on a sole source basis with Tel Instruments, Inc. East Rutherford NJ, to augment the 1200 units currently on order from a contract competitively awarded to Tel in March 2005. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a maximum order quantity of 275 units and will be spread out over a period of up to 5 years. The contractor shall start delivery of the units six (6) months after contract award at a rate of no less than five (5) units per month. The Government does not possess sufficient rights to the proprietary data for the Radio Test Sets. As such, the Original Engineering Manufacturer (OEM), Tel Instruments, Inc is the only known source with the knowledge and capability to produce the AN/USM-708 and AN/USM-719 without a disruption in schedule or degradation of performance. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
