Description
This Request for Quote (RFQ), N62271-13-Q-1116 for the Naval Postgraduate School (NPS) is prepared in accordance with the format in FAR 13 and supplemented with additional information included in this notice. This acquisition is unrestricted. The NAICS associated with this purchase is 541519. NPS plans to award a contract to utilize a satellite dish provided by the contractor and radio equipment provided by NPS to repeatedly contact the NPS launched satellites. The Space Systems Academic Group (SSAG) at the Naval Postgraduate School (NPS) in Monterey, California, is an interdisciplinary academic association providing direction and guidance for the Space Systems Engineering and Space Systems Operations curricula. A major goal of the SSAG is to couple NPS space research efforts with the graduate education of military officers and government employees. This is typically done through thesis research topics but also includes the Small Satellite Design Studies Program which was created specifically for officer student involvement. NPS Minimum Requirements for Dish Useage The contractor must have the below capabilities: Shall make available a satellite dish capable of accurate pointing and movement sufficient for tracking low earth orbit satellites Shall require little to no customization to work with existing MC3 ground station infrastructure Shall provide maximally available transmit and receive gains Shall communicate at 915 MHz downlink and 450 MHz uplink frequencies Should be thoroughly tested to work with existing hardware and be well understood by contractor staff. Must allow supported non-conflicting access and use of the dish facility for 20 satellite contacts use for the purpose of tracking and communicating with the NPS spacecraft. Use maybe consecutive or no-consecutive based on program schedule. Each contact session will last approximately 2 hours. Facility shall be within a reasonable driving distance from NPS, Monterey, CA 93940 Award will be a Firm-Fixed Price (FFP) purchase. Travel is not anticipated. SEE THE ATTACHED RFQ
