- Sources Sought Please note that this is NOT a request for proposals, the Government is seeking information for market research purposes only. The Central Arkansas Veterans Healthcare System (CAVHS) Research Service is conducting a market survey for well qualified small businesses (in the following socioeconomic categories: Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Hub Zone Small Business, and Small Disadvantage Businesses (8(a)) capable of providing a wireless, pressure sensitive, bed monitoring system. Description of the Requirement: The Central Arkansas Veterans Healthcare System (CAVHS) Research Service is requiring vendor to provide a wireless bed monitoring system that has the following capabilities/working characteristics: 1) disposable or able to be sterilized 30 inch X 60 inch pressure sensitive bed mattress overlays, each one of which has 200 pressure sensors laid out in a 10 X 20 grid matrix (as shown in Figure 1) and that connects wirelessly to a monitoring station up to 100 yards away; and, 2) a monitoring station that can connect wirelessly to multiple bed pressure pads and that has built in software capable of interpreting the signals from each bed unit and displaying the results graphically by bed to indicate the amount of time (e.g., percentage of time each shift or each 24 hour day) that a patient is (a) sitting on the bed; (b) laying on the bed; or, (c) either sitting or laying on the bed, and can flag when there is constant pressure in one spot for more than a constant period of time (e.g., one hour) indicating that a patient is not moving sufficiently to avoid pressure ulcers. Figures 1: Pressure sensitive bed monitoring system The vendor will need to work closely with the clinical team in order to test and debug each prototype to ensure that the system is appropriately designed and that the software is optimally written to achieve program objectives. The pressure sensitive bed mattress overlays need to be designed to eventually be mass produced, need to be very light weight, thin, durable, and require very low amp/voltage to operate. This could include some type of matt with imprinted circuitry that includes an array of multiple Piezoelectric pressure sensors. The solicitation is expected to be available prior to 07/30/2013. Contract award is anticipated for NLT 09/30/2013. The North American Industry Classification System Code for this solicitation is 339112 with the size standard of 500 employees. Responders should identify if they are a small business or small disadvantaged business concern, based on this NAICS code. SDVOSB and VOSB businesses will receive first consideration. Please submit expressions of interest in your own format to include documentation of technical capabilities and past performance for the same or similar services previously or currently performed. Provide in detail to the Government that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.
