PRE-SOLICITATION NOTICE: This pre-solicitation notice supersedes previous pre-solicitation notice posted 3/19/2013. Project Number:586-13-201 - "Remove & Replace Electric Driven Fire Pumps" The G.V. (Sonny) Montgomery VA Medical Center, VISN 16, NCO will issue on or about **03/29/2013** Invitation for Bid (IFB) VA-256-13-I-0579 for Remove & Replace Electric Driven Fire Pumps. The contractor is responsible to furnish all labor, equipment, tools, materials, parts, supplies, transportation, supervision, and any items and services necessary to accomplish all the work as required in accordance with the Scope of Work herein as well as applicable city, county state and federal regulations and codes to include OSHA standards which may impact this requirement. Construction shall also comply with Infection Control Risk Assessment ((IRCA) standards Class and other construction safety requirements. In addition, the National Environmental Policy (NEPA) will also be followed. The project work shall include the removal of existing fire pumps & replacement of electrical driven fire pumps. **All work, including final cleanup and completion of all punch list items, shall be performed within One Hundred Eighty (180) calendar days from receipt of Award.** NAICS 238220 - Plumbing, Heating, and Air -Conditioning Contractors, with a small business size standard of $14M, applies to this procurement. The procurement is set-aside to qualified Service-Disabled, Veteran-Owned Small Business (SDVOSB). In order for a firm to be considered, the firm must be verifiable in the Center for Veterans Enterprise (VetBiz) at the time of submission of their bid. Offers from other than SDVOSB firms shall not be accepted. A pre-bid conference will be held approximately one week after the issuance of the solicitation. The exact date, time, and location of the conference will be specified in the solicitation. **A public bid opening will be conducted.**. A public bid opening will be conducted. Probable Cost Range: $40,000 - $60,000. Bidders are reminded that in accordance with FAR 52.219-27, Notice of Service-Disabled Veteran-Owned Small Business Set-Aside (NOV 2011), paragraph (d)(4), "Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned business concerns". **The method of procurement shall be an IFB in accordance with Parts 14 and 36 of the FAR, with an estimated solicitation issue date of 03/29/2013 or later and projected contract award date of 10 May 2013. ** The VA reserves the right to use only Federal Business Opportunities (FBO) website www.fbo.gov via internet, to provide notifications of any amendments to this requirement. **NOTE::: Solicitation will be posted on Fedbizopps (http://www.fedbizopps.gov) on or about 03/29/2013.** Point of Contact (POC): Jennifer Adams Contract Specialist 601-206-6955 SCOPE OF WORK ELECTRIC DRIVEN FIRE PUMP G.V. (Sonny) Montgomery VAMC, Jackson, MS a.WORK SCOPE: Contractor shall provide all labor, equipment, and materials to remove the existing fire pump and replace it with: 1- PEERLESS Pump 4AEF10 horizontal split case pump with 12514 flanges, flexible coupling guard, steel base, and 60 HP, 3600 RPM, 480/3/60 volt open drip proof Marathon brand motor. Unit equipped with casing relief valve, air release valve, and suction and discharge gauges. 1- Metron MP400 Primary Resistance starting, U.L. Listed and FM approved fire pump controller with 100,000 AMP interrupting capacity for 480 volt service. Includes automatic transfer switch. Remove four (4) 6 inch control valves. Replace with four (4) new 6 inch control valves with tampers. b.All work shall be performed in accordance with appropriate construction codes. The contractor may be instructed by VA to any current industry standards the deviate from VA standards if it is determined by VA that it would be in the VA's best interest to do so. c.All work areas shall be maintained properly to prevent dust and debris from interfering with hospital operations. Work will be phased to allow for continued hospital operations during project activity. d.All installed work (contractor supplied materials, equipment, and workmanship) shall be covered with a one year warranty (parts and labor).
