- 1.The Marine Forces Reserve (MFR) seeks to identify, and obtain information from responsible sources to provide MAGTF Tactical Warfare Simulation (MTWS) to emulate a true to life Tactical Air Picture (TAP) representative of Marine Air Command and Control System (MACCS) organic radars. General salient characteristics, or the prominent, conspicuous or striking features or qualities needed to satisfy the requirement, are: a.The ability to process theatre and air and space targets. The ability to control intercepts in a theatre of engagement and space. The simulator should be capable of injecting these sorts of scenarios, or tracks, into the simulation environment. b.The ability to organize and coordinate theatre air defense. This should include the organization and coordination of networked missile air defense used to defend against aircraft targets in theater. c.The ability to organize and coordinate theater missile defense. This should include the organization and coordination of networked missile air defense used to defend against air missile targets in theater. d.The ability to employ positive control measures, and classify tracks. To allow for depiction of communication with aircraft in theatre. This should allow for positive control of aircraft to include: heading, altitude, airspace restrictions, etc. Additionally, the simulator should provide for use of all available methods of control in theater, including communication, Identify Friend or Foe (IFF), Mode 4, etc. The end user should be able to apply the same limits on aircraft that would be applicable in theater. e.The ability to conduct offensive counter air operations. The user should be able to provide control for aircraft striking enemy targets in theatre. f.The ability to conduct defensive counter air operations. The user should be able to provide control for aircraft defending friendly assets in theater. g.The ability to control tactical airspace. The end user should be able to control all dimensions of airspace, to include ingress/egress routes, operating areas, etc. The end user should be able to authentically allocate sections of airspace. h.The ability to conduct airborne refueling. The end user should be able to positively communicate/control both the fueling aircraft and the aircraft receiving fuel. i.The ability to coordinate employment of electronic warfare in the joint operations area. The end user should be able to simulate control of frequency airspace measures, to include coordination of interrogation and response to all frequencies present in theater. 2.Specific salient characteristics, which are preferred in any offered solution, are: a.A Microsoft Windows-based application graphical user interface which can provide radar and IFF data stimulation, tactical data links, friendly and threat platform replication, and interface with other joint tactical data systems and containerized flight training device style simulators. b.The capability to share High Level Architecture (HLA) and Distributed Interactive Stimulation (DIS) scenario, entity, and voice information from the Marine Corps Tactical Environment Network (TEN) with Marine Corps Tactical Equipment. c.The ability to push radar and IFF informat1on to the MACCS Mobile Tactical Air Operations Module. d.The ability to push radar and IFF information to Air Traffic Control simulators. e.The ability to transmit and receive Link-16 information. f.The ability to integrate the Air and Ground Situation picture. g.The ability to maneuver friendly ground forces per the friendly Scheme of Maneuver (SOM) and in response to enemy action (as would be done in a manned White Cell). h.The ability to populate and maneuver Enemy forces per Enemy SOM and in response to Friendly action (as would be done in a manned Red Cell). i.The ability to transmit and receive Joint Range Extension Application Protocol information (JREAP). j.The ability to transmit and receive Variable Message Format information (VMF). k.The ability to electronically input the Air Tasking Order built within Theater Ballistic Management Core System (TBMCS). l.The ability to electronically input the Airspace Control Order built in United States Text Message Format (USMTF). m.The ability to generate a 400 sortie simulation in 24 hours. n.The ability to transmit and receive voice and data between Containerized Flight Training Device CFTD simulators and MACCS tactical equipment, the TAOM (USAF and USMC), Navy Battle Force Tactical Trainer (BFIT), PATRIOT. Army FMS-d, and NATO AWACS. o.The ability to emulate and display friendly and hostile Surface to Air, Air to Ground, Air to Air, and Ship based ordinance. p.The ability to provide aircraft models with six Degrees Of Freedom (DOF) (Altitude, Speed, Heading, Pitch, Yaw, Roll). q.The ability to provide high fidelity ground based, ship based, and aviation based radar models which replicate threat and friendly platforms in a realistic manner, including: Pulse Repetition Frequency, Pulse Compression, Pulse Width, Transmitter Power, Transmitter Aperture and Polarization, r.The ability to provide communication between instructor/operator workstations for coordination of scenario. s.The ability to convert analog voice to digital voice (HLA protocol) for transmission over tactical and commercial mediums. t.The ability to link squadrons, groups or wing aviation command and control assets into joint virtual or live exercises while deployed to field locations and connected to tactical networks. u.The ability to link organically from squadron, group, or wing training sites to the Joint Tactical Experimentation Network, Distributed Mission Operations Network, and other joint training networks. v.The ability to receive Authorization to Operate on the Secret Internet (SIPR). w.The ability to process secret, special programs or advanced technology information. x.The ability to deploy the simulation capability to both garrison and field environments. y.The ability to provide computer generated voice feedback from a simulated aircrew to respond to the controller. z.The ability to deploy software patches and remain in compliance with DOD 8500.1 and all USMC IA security mandated configurations. aa.The ability to be compliant with Federal Desktop Core Configuration (FDCC), United States Government Configuration Baselines (USGCB), Security Technical Information Baselines (STIG), etc. 3.This Request for Information is solely for the government to use as a research tool in determining availability of this requirement. All responsible sources are encouraged to submit a response to this Notice. Should sufficient vendors be identified, a solicitation may be forthcoming. 4.At a minimum, responses to this notice should include: a.experience in providing the requirements described above; b.a primary point of contact, including phone number and e-mail address; c.the vendor business size (the applicable NAICS code for this requirement is 511210 and the size standard for small business is $35.5 million in average annual receipts); d.ability to provide the requirements in the attachment on an ALL OR NONE basis; e.pricing is not required for sources sought notices; vendors may provide pricing at their discretion. 5.The responses to this Sources Sought will also be used to determine the availability of small businesses in consideration of a set-aside. 6.Responses are due no later than 15 April 2013 @ 10:00AM CST.
