- This Notice of intent to Sole Source is not a request for competitive proposals. No solicitation documents are available. Under Statutory Authority 41 U.S.C. 253(g), the Birmingham VA Medical Center intends to procurement urgent troubleshooting and repair of the 1N-2N high voltage circuit breaker in the primary switchgear of the Birmingham Hospital on an other than full and open competition basis with BIC Switch Gear Services Inc., 2804 5th Ave S. Birmingham, AL 35210-1210. This is a request for an urgent requirement for troubleshooting and repair of the 1N-2N high voltage circuit breaker in the hospitals primary switchgear. Ensure that the breaker closes, makes up properly and holds correctly. Ensure that all trips and protective relays work properly to ensure the safety of the switchgear and the facility. This breaker must be repaired to work properly and to ensure the emergency electrical system upgrade project is not delayed due to the government. This breaker must be in working order to continue the work on the emergency electrical upgrade project for the facility. This procurement is being conducted in accordance with FAR 6.302-2, Unusual and Compelling Urgency. Contract is firm fixed price and the NAICS Code is 811310. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer within two (2) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Connie Ganier, Contracting Specialist, NCO 7, Birmingham, VA Medical Center via e-mail at connie.ganier@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the contracting specialist will proceed with the sole source procurement with BIC Switch Gear Services Inc.
