- THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is looking to identify potential sources of supply for a Stationary Penetrant Inspection (SPI) System. This system shall be used at shore based sites to replace the current stationary penetrant inspection stations. The SPI shall maximize modularity and reduce redundancy in support of penetrant operations within a confined physical footprint (outlined below). The system shall contain the necessary stations to support the Type I, Fluorescent Post-Emulsifiable Hydrophilic Penetrant Process defined in NAVAIR 01-1A-16-1, Nondestructive Inspection Methods, Basic Theory. The objective is to procure a complete system that replaces the current Method A and B systems with one capable of performing Method D within the confined space of the Nondestructive Inspection (NDI) Work Center. The system will employ state of the art corrosion resistant materials. All materials and components utilized shall be commercial-off-the-shelf (COTS) or non-developmental items. The SPI shall include but not limited to, the following constraints: Maximum Overall System Footprint: Length: No more than 11 feet Width: No more than 3 feet Height: Less than 8 feet Maximum Inspected Component Size: 36"L x 18H" x 14W" Must include consideration for component handling in terms of human factors in accordance with MIL-STD-1472. Inspection Booth: Can be excluded from overall dimension limitations noted above. If modular/mobile it must be able to fit through a 29" x 84" doorway. Dryer: If modular/mobile can be excluded from overall dimension limitations noted above. Shall be able to fit through a 29" x 84" doorway. Facilities Requirements: Nominal voltage of 220 - 460 VAC, 60 Hz, with a maximum current draw of 20 Amps. Requires a water supply of no more than 15 gallons per minute at 40 pounds per square inch and utilizes gravity drainage only. Logistics: System installation is not to require any special tool. Full Logistics Support Package to include but not limited to: Technical Manual, Maintenance Plan, and Provisioning Technical Documentation. Interested companies are requested to provide information on products/services similar in scope and effort with price estimates based on a maximum order quantity up to 70 units, as well as estimated production delivery rate (number of units/month). Respondents to this RFI may provide catalogs, drawings/illustrations, technical manuals, training descriptions/materials, warranty information, testing documentation, brochures and/or any other documentation that describes their capability to design, develop, manufacture and support an effort of the type described herein. In addition, it is requested that respondents identify government and/or commercial customers to whom same or similar equipment has been delivered. Provide customer points of contact, including a telephone number, e-mail address/web site, quantities sold along with dates sold, and a description of the unit(s). This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents are notified that a formal solicitation may not necessarily result from the RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement.
