Description
SOURCES SOUGHT: THIS SOURCES SOUGHT SERVES AS A SURVEY OF THE MARKET TO DETERMINE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. The U.S. Coast Guard is considering options for obtaining Waterfront construction services at U. S. Coast Guard Base Kodiak Alaska. Included is consideration if this acquisition should be set aside for Small Business Concerns, including HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB), Women Owned Small Business (WOSB) and 8(a) small business concerns. The Government intends to solicit bids/offers, and award several construction contracts affecting waterfront facilities at Kodiak, starting in the summer of 2013, and continuing over the next 2 to 3 years, as described below. Applicable North American Industry Class System (NAICS) 2012 code is 237990. No solicitation is being issued at this time and specifications are not available. When available; solicitation(s) in their entirety and any subsequent amendments will be available at no charge online at http://www.fbo.gov. Scope: The projects will include the full range of waterfront construction activities to construct the project(s) as described below. Design-Build capability is NOT required. The construction contracts will be designed by consultants under separate contract with the USCG. However, some elements of the construction contract(s) may be performance based. The exact scope of work, the combination/inclusion of specific work items within construction contract(s), and, exact timing of construction contract solicitations have yet to be determined, however, the following is a general description of the work anticipated. Cargo Wharf Camel and Fender Repair: Remove and replace approximately 1000 LF of existing wood camels on the West face of the existing cargo wharf. New camels will be newly manufactured: reinforced, foam filled, HDPE outer shell, approximately 40 LF each, and greater than 40 inch diameter. Work will also include new camel attachment devices, replacement of selected damaged wood fender piles and timber whales/blocking as required. Fuel Pier Camel and Fender Repair: Remove and replace approximately 600 LF of existing wood camels on the North face of the existing fuel pier. New camels will be newly manufactured: reinforced, foam filled, HDPE outer shell, approximately 40 LF each, and greater than 40 inch diameter. Work will also include new camel attachment devices, replacement of selected damaged wood fender piles and timber whales/blocking as required. Work also includes repair and reinstallation of approximately 600 LF of wood camel and fender systems on the South face of the existing pier. Fuel Pier Deck In - Fill: Install new structural steel support members, and provide/install new deck grating to In-Fill approximately 7000 SF of pier deck (currently open to water below). Remove, reconfigure, and reinstall other pier features to integrate the new decking system. Also included is installation of a new dry pipe fire line on the pier, incidental coating repairs and other associated work. Anticipated Capabilities/Qualifications/Requirements: Firms shall have as their prime area of expertise, Waterfront Construction. Which includes demonstrated experience in performing waterfront work involving: pile driving, barge supported construction/ demolition, over-water structural steel welding, coatings and installations. The contractor shall have demonstrated experience: coordinating with Federal Environmental and Waterfront Regulatory Agencies, working on remote Alaskan projects, and working for/with Government agencies on Alaskan construction projects. Contractor shall have capability to coordinate with established camel manufacturer's for specific project requirements, and coordinate shipping, delivery and installation of new camels at Kodiak. At the present time, these acquisitions are expected to be unrestricted in terms of business size or classification. If your firm is a small business, as established by the Small Business Administration, HUBZone certified in accordance with FAR 19.1303, 8(a) small business certified in accordance with FAR 19.802, Women-Owned Small Business (WOSB) certified in accordance with FAR 19.1503 or Service Disabled Veteran Owned Small Business (SDVOSB) certified in accordance with FAR 19.1403 and intends to submit an offer on this acquisition, please indicate this in your response. Send responses via email to Nicole Butts at rinalda.n.butts@uscg.mil with "Sources Sought for Solicitation Kodiak Waterfront Construction " in the subject. Your response should include the following: (a) a positive statement of your intent to submit a proposal for these solicitations as a prime contractor, (b) indication of your business size/classification. If applicable; include a copy of the letter from SBA stating date of small business, WOSB, or HUBZone small business certification or acceptance to the 8(a) small business program. In the case of Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE. (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers/email addresses. (d) if your business currently participates in an existing multiple award contract, or other contract vehicle with the Federal government which could potentially satisfy these waterfront construction requirements, please describe the contract vehicle, and points of contact in your response. Responses are limited to no more than five (5) pages. Note: The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Your response is required by 4:00pm PST on April 11, 2013. All of the above must be submitted in sufficient detail for a decision to be made on method of acquisition, and any expected set-aside(s). A decision on whether set-asides will be pursued, will be posted on the website at http://www.fbo.gov. End
