- This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation will be issued as a Request for Quote (RFQ) on or after 27 Mar 2013. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The North American Industrial Classification System codes is 334290. Required Items and Descriptions are as follows: CLIN 0001: Contoller Equipment CLIN 0002: Peripheral Equipment CLIN 0003: Design, Installation and Support Labor CLIN 0004: Training CLIN 0005: Shipping Note: Contractor s must possess a Japanese business license or otherwise have authorization to perform services in Japan in accordance with DFARS 252.225.7042 Clause entitled, Authorization to Perform . The Government intends to make a single award to the responsible offeror whose offer is most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the System for Award Management in accordance with FAR 52.204-99. DUNS, TIN and CAGE Code must be written on submitted quote. The RFQ, when it is released it will be available electronically at the following web sites https://www.neco.navy.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-13-T-0041. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CAMP S. D. BUTLER, PSC 557 BOX 2000, FPO AP 96379-2000. Offers must be received no later than 15:00, Japanese Standard Time of solicitation closing date. The closing date will be notified in the Solicitation issued.
