- The Naval Surface Warfare Center (NSWC), Corona Division, Contracts Department, Code CT requires technical, operational, management and acquisition support services. The government intends to award a sole-source, firm fixed priced contract to Orbis Sibro, Inc This procurement is commercial item IAW FAR Part 8.404. No solicitation will be issued but responsible sources may submit inquiries or request for information to marcella.webber@navy.mil or by phone at 951-273-4454. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1 FOR THIS PROCURMENT ACTION. INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT, OR SUBMIT CAPABILITY STATEMENTS. THIS NOTICE OF INTEREST IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. STATEMENT OF WORK NSWC Corona Division is a technical Field Activity consisting of scientists, engineers and technicians. NSWC Corona is dedicated to serving warfighters and program managers as the Navy's independent performance assessment agent throughout systems' lifecycles by gauging the Navy's warfighting capability of weapons and integrated combat systems, from unit to force level, through assessment of those systems' performance, readiness, quality, supportability, and the adequacy of training. Orbis Inc. provide technical, operational, management and acquisition support services to NSWC Corona for the following tasks: Task: Assist in the execution of DoD ™s Contractor Performance Assessment Reporting System (CPARS) and the DoN ™s Product Data Report and Evaluation Program (PDREP). These services include assisting in the development of strategy, structure, procedures and training to support implementation. Facilitate causal analysis of audit/inspection findings and mentor personnel on developing effective corrective action plans. Note: PDREP and CPARS are functionally managed by NSLC Detachment, Portsmouth, NH and the PDREP Program in managed by NAVSEA 04P. Deliverables: Provide independent status reports on PDREP, CPARS and PPIRS to CT and Command Leadership on a quarterly basis. Task: Support of the Acquisition Department to: build process maps, develop and mature internal processes, develop surveillance templates to facilitate the internal compliance review process, develop a self-assessment template, assist in data analysis, conduct causal analysis of problems and other emerging tasks as needed. Deliverables: Provide any of the above items within 1 month of assignment. Task: Maintain and revise as needed the NSWC Corona Acquisition Department Strategic Business Plan. Deliverable: Submit a report of review to Code CT by the end of 4Q13. When applicable, provide a revised Strategic Business Plan by the end of 1Q14. Task: Provide business support for: preparation of the Procurement Surveillance Program (PSP) Inspection and development of corrective action plans for deficiencies and opportunities for improvement cited in the inspection report. Deliverable: Provide an action plan within 30 days of receipt issue of the formal PSP report. Task: Develop an overarching process map that depicts the roles, responsibilities and relationships between the Acquisition Department and the Technical Line Departments. Deliverable: Provide a finished process map to CT and Command Leadership by the end of 3Q13. Task: Clearly define the Engineering Department technical responsibilities to maximize the efficiency and effectiveness of acquisition planning; management, execution and oversight Deliverable. Capture technical responsibilities in a policy memo and provide to Code CT for issue within a month of completion of the process map. oProvide training on Technical Acquisition Requirements (TARs). Deliverable: Provide a training module to CT for approval by the end of 3Q13. oProvide training on Independent Government Cost Estimates (IGCEs). Deliverable: Provide a training module to CT for approval by the end of 3Q13. Task: Conduct independent assessments of PDREP, CPARS, PPIRS, the Acquisition Department Strategic Business Plan and Business Processes for improvement opportunities. Deliverable: Provide a completed assessment to the PDREP Manager and Command Leadership by the end of 1Q14. Task: Conduct surveillances in accordance with Acquisition Department Internal Compliance Review. Deliverables Distribute surveillances to Acquisition Department Supervision no late that the end of each quarter. Support of the Division Technical Director on emerging leadership initiatives as needed.
