- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Mission and Installation Contracting Command - Fort Sam Houston Contracting Office on behalf of the Office of the Assistant Chief of Staff for Installation Management (OACSIM) intends to negotiate and award a logical follow-on contract in the interest of economy and efficiency to an original order placed against the Information Technology Enterprise Solutions - 2 (ITES-2) contract under CHESS for Base Operation Support (BOS) Requirements Model (BRM). This program supports analyses, assessments, and resource decision-making within the Army's Planning, Programming, Budgeting, and Execution System (PPBES). This serves a primary function in the overall programming, policy development, and management of Army installation resources at Headquarters, Department of the Army. This order will be issued to CACI-ISS, INC Newbrook Drive, Chantilly VA 20151-2218, to procure services in support OASCIM's Planning, Programming, Budgeting, and Execution System. The objective end state and vision for the BOS BRM project will be for the continuing sustainment, and enhancement of BRM Web requirements generator application; support and enhancement of the base support integrated database; support Standard Service Costing requirements generation; and support ISR-S. As new policies and procedures that effect base support and PPBES evolve, BRM and associated applications shall be modified to incorporate these changes. This action will result in a Firm Fixed Price Task Order with a period of performance of approximately 6 months beginning 14 April 2013. The NAICS code for this requirement is 541512 with a size standard of $25.5M. CACI has the necessary knowledge, experience, and staff to maintain services currently performed under task order W91QUZ-06-D-0002-1V01. No source other than the incumbent can satisfy this short-term need given the transition period that would be required, and conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirements. For the reasons noted above MICC - FSH intends to award a short-term logical follow-on task order to CACI to ensure that the OACSIM is able to meet its mission without any lapse in services while the competitive process for the follow-on acquisition is completed. No contract will be awarded on the basis of responses received to this notice. Notwithstanding, any firm who believes it is capable of meeting the OACSIM's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered.
