- Description
- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the National Asphalt Pavement Association (NAPA) for a national survey on recycled materials. This survey shall be grouped by state and regional boundaries and shall include data on the amounts of asphalt materials, reclaimed asphalt pavement, reclaimed asphalt shingles and warm mix asphalt being produced by its membership. A summary report shall be prepared for FHWA. A sole source order is required because NAPA is the only known professional asphalt concrete pavement organization in the United States which represents the entire asphalt pavement industry; they are the only known organization with the comprehensive network of members positioned to conduct and report the vial information needed on asphalt production and asphalt pavement recycling data used on commercial and government owned paving projects; lastly, there have approximately 1200 member companies and can provide a report of comprehensive data on asphalt recycling pavement usage. The proposed action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. This is a Simplified Acquisition and the total estimated value is not to exceed $40,000; the anticipated award date is April, 2013.
