Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to GERSTEL, Inc., 701 Digital Drive, Ste. J Linthicum, MD 21090, for the acquisition of the Gerstel Sample Prep Bundle. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 3 months. The Gerstel MPS system is a complete sample prep system that is capable of adding extraction solvent to capped vials containing tobacco, shaking and extracting the samples using an orbital shaker, filtering the samples, and injecting them into the Gerstel Chemstation (GC). The entire procedure is automated and "hands-off". The automated filtration technique system is proprietary. The system uses proprietary gripper technology that allows the use of traditional syringe filters. The unique gripper design provides for a firm grip on the filter, allowing the system to filter in either direction. Filtration and extraction can be performed from or into any size vessel up to and including 20mL. Filter design uses a needle on the bottom that allows filtration from or into sealed vials. A variety of syringe types and sizes are available for the system, from 4mm up to 25mm. The filtration system provides automated injection into the GC. The Gerstel Maestro software provides complete method integration into Chemstation or Mass Hunter. All of the extraction method parameters are integrated into the Chemstation or Mass Hunter method. The Government has determined that Gerstel is the only vendor that offers a complete solution that can be installed on the top of our GC-MS systems. As a result of this synopsis, no competitive solicitation will be posted on Federal Business Oppurtunity. The Government will issue only one solicitation to GERSTEL, Inc. However the Government will review all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. Capabilities statements must be sent to: Matthew Ellington at: mce8@cdc.gov with the solicitation number 2013-Q-15460 referenced in the subject line no later than 5:00PM EST., March 29, 2013.
