- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Neutron Research (NCNR), intends to negotiate with Velmex, Inc.; Bloomfield, NY, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase linear translation stages for the Very Small Angle Neutron Scattering (VSANS) instrument. The Very Small Angle Neutron Scattering Instrument (VSANS) under development at NIST's Center for Neutron Research (NCNR) requires 39 linear motion translation slides for manipulating neutron beam optics and changing the pre-sample neutron beam conditioning configuration according to each unique measurement or experiment. This flexibility is required to maximize the utility of this next-generation instrument by accommodating a very diverse range of experiments from the outside user community as well as internal NIST research programs. The location for installation of the linear motion translation slides is the interior of the VSANS Pre Sample Flight Path or PSFP. The PSFP is a series of eleven evacuated chambers located upstream of the VSANS sample area. When installed, the PSFP forms a continuous flight path that is roughly 67 feet in length. It will be sandwiched between two existing, operating neutron guide lines in the older guide hall with very limited space. Because of the tight space constraint and the need to procure the PSFP vessels early in the development stage of this instrument, the feasibility exercise consisted of detailed engineering and modeling of the beam optic components and the means to support and manipulate them in the restricted inner volume in the most compact way practicable. During this design, Velmex slides were modeled due to their ability to meet the load and precision requirements, their compact geometry, and minimum use of ferrous materials in their construction (important where imposed magnetic fields are used in the polarization of neutrons and creating a magnetic field on the sample). This compact design for the internal beam optics and its integration to the PSFP components became an input and part of the requirements for the design/build procurement of the VSANS Pre Sample Flight Path vessels. The contract for the design and build of these vessels was competitively awarded in September 2011 at a price of $740k. The vessel design includes features that make direct installation of the subject Velmex components possible and the operation of these components over their travel ranges can occur with no risk of mechanical interference. Market research did not show any manufacturers that could meet all of the requirements (compact size and non-magnetic materials of construction). If such a source did exist, incorporating them into the existing PSFP vessels would require an engineering study to identify any mechanical interference that would arise and then formulating a mitigation plan to eliminate these interferences. Executing this mitigation plan and the necessary modification to the installation features would require substantial engineering costs. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Velmex, Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
