The following information is provided to assist the Air Force in conducting market research of industry to identify sources that meet Air Force requirements. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. This Sources Sought Amendment is to seek production sources for the production of the various F-16 Transparencies listed below. The transparency's function is to provide protection, to the pilot, while at the same time providing the pilot visibility while operating the aircraft. The F-16C utilizes two configurations (referred to as CLEAR and SOLAR). The F-16D utilizes four configurations (referred to as CLEAR FWD, CLEAR AFT, SOLAR FWD and SOLAR AFT). See the attached listing of Nouns, National Stock Numbers (NSNs), and Part Numbers (P/Ns). The Air Force has data and drawings sufficient to qualify new sources. Currently the Air Force is aware of two qualified sources that can produce the F-16 transparency. They are: Texstars Inc. (Cage Code 12849) and Sierracin/Sylmar Corp. (Cage Code 71355). Both of these companies have their own design and have proprietary rights to their design/process. Failure to procure this item from a fully qualified source can result in operational failures that will compromise the mission capability of the F-16 and pose a safety risk to operation and maintenance personnel. Interested sources may identify their interest and capability to respond to the described requirement by submitting a "Source Approval Request" (SAR) to the design control authority at AFGLSC (416 SCMS/GUMAE). Interested sources must be deemed qualified through the design control authority listed above. Sources that are interested in qualifying for the production of the F-16 transparencies must be able to demonstrate that they possess the capabilities of obtaining the required technical, engineering, and manufacturing data and that they possess the capabilities to produce these items. Sources interested in qualifying for the production of the F-16 transparencies must be able to maintain facilities and personnel to store, maintain, and operate production systems acceptable to the government. Information received with the submitted SAR must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts produced (i.e. salient physical, functional, and serviceability characteristics), and/or (2) evidence that the offered parts have been satisfactorily produced for the Government or the original OEM. This information must be received within thirty (30) days of the date this notice is published.
