Description
FEDBIZOPS SOURCES SOUGHT ANNOUNCEMENT FOR LCAC RADAR The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is conducting a survey of potential sources for the Landing Craft Air Cushion (LCAC) program. NSWC PCD is seeking sources for commercial off-the-shelf (COTS) readily-available radars that will satisfy LCAC performance and integration requirements. Upon evaluation of the sources, it is intended to procure several radars for qualification and operational testing. The primary objective is to identify a replacement radar at reduced cost and increased availability. The current radar system on the LCAC is at end of life, and replacement units and repair parts have limited availability. An increased failure rate may reduce the supportability of the existing system. Due to the inability to support the radar, a replacement system needs to be identified and integrated. This is a REQUEST FOR INFORMATION (RFI) for a replacement radar for the Landing Craft Air Cushion (LCAC). THIS IS NOT A REQUEST FOR PROPOSALS. Key Performance Parameters include but not limited to: a)Application for high speed naval vessel b)Dimensions i.Antenna width: 4 foot, threshold (maximum) ii.Assembly weight: 300 pounds threshold, 100 pounds goal (including antenna) iii.Assembly height: 41 inches threshold, 17 inches goal (including antenna) c)25kW or equivalent output, X-band d)100 knot wind loading, threshold e)Surface target tracking f)Ethernet-based g)MIL-STD-461F Electromagnetic Interference (EMI), Navy surface ship applications CE101, CE102, CS101, CS106, CS114, CS116, RE101, RE102, RS101, RS103. h)MIL-STD-810F tailored environmental specifications i.Temperature range (-25 °C to +55 °C) ii.Temperature transient (+94 °C, 5 minutes) iii.Humidity, non-condensing (95%) iv.Vibration (10 and 2000 Hz), Method 514.5 Procedure 1 v.Shock, Method 516.5 (Shock Response Spectra 2.7 to 20G at 10 to 2000 Hz) vi.Salt fog, Method 509.4 Firms should identify/submit literature, brochures, videos, technical specifications to include weight and dimensions, price lists, current design and production status, estimated production capacity, and capabilities summaries directly addressing the ability to meet the aforementioned needs. Specific narrative information that should be provided in the submission includes: (1) System description and capabilities; (2) Summary of operational commercial or military platforms the proposed system is currently used on, Government program points of contact are desirable; (3) Logistic supportability and; (4) projected unit cost estimate information. RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 6 April 2013. There is no specific format or outline that submittals must follow. Each response must reference the RFI title. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L).
