- INTENT TO SOLE SOURCE SUBJECT: Half a Membership to the Palmyra Atoll Research Consortium SPECIAL NOTICE NUMBER: SB1341-13-RQ-0247 RESPONSE DATE: March 27, 2013 CONTACT POINTS: Dana Rae Graham, Contract Specialist danarae.graham@nist.gov, 301-975-3978 Andrea Parekh, Contracting Officer, andrea.parekh@nist.gov, 301-975-6984 DESCRIPTION: ***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the Palmyra Atoll Research Consortium for half of a membership.*** ***NIST intends to share a membership with the Palmyra Atoll Research Consortium with the National Museum of History In 2012, NIST began its collection of sea turtle samples by collaborating with researchers that run an annual high-quality sea turtle abundance assessment on Palmyra Atoll. These researchers are members of the Palmyra Atoll Research Consortium (PARC), whose budget is administered through The Nature Conservancy. To continue specimen banking efforts on Palmyra, NIST needs to become a member of PARC, sharing a membership with the American Museum of Natural History, the group that runs the sea turtle project. As a dues paying member, NIST employees and affiliates will be able to use the on-site facilities, laboratories, equipment, boats, dormitories, dining hall, internet, satellite phone, as well as round-trip charter flight seats from Honolulu, HI, to Palmyra Atoll, made available by The Nature Conservancy and the PARC in 2013. The Nature Conservancy is the only vendor that offers a membership to The Palmyra Atoll Research Consortium.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 813312, and the size standard is $14.0M.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 27, 2013.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
