- The Program Manager-Special Operations Forces Survival, Support & Equipment Systems (PM-SOF SSES) office at the U.S. Army Soldier Research Development, and Engineering Center, Natick, MA is seeking over-white parka and pants for test and evaluation purposes. These garments will be worn as over-garments when snow camouflage protection is required. The design and material performance characteristics are detailed below. All garments submitted to this solicitation will be reviewed and evaluated for operational efficacy. Design characteristics: Parka * Anorak style jacket large enough to fit over PCU Level 7/ high-loft jacket * Half zip in the front center * Large zippered pocket on the bottom front starting just below half zip, large enough to fit mittens * Pass through pockets to access items in interior garment pockets or on body armor vest/load carriage * Hood with drawstring which fits over helmet and PCU Level 7 hood * Drawstring around the waist * Coverage to approximately 4 inches below waistline when high-loft jacket is worn Pants * Full side zippers * Two-way zippers * Front button closure * Two interior horizontal suspender attachment points * Waistband with drawstring closure * Mechanism at the end of each leg which will keep pants from riding up, i.e. hook or elastic band to attach to boots Material physical performance: See attachment for chart with threshold and objective measurements for physical performance characteristics. The key physical performance characteristics that the material will be evaluated for are weight, compressibility and water resistance. Wind resistance and breathability are desired, but are secondary to the aforementioned key performance characteristics. The total cost of the parka is not to exceed $75, and the cost of the pants is not to exceed $50. The end product will be printed in a winter/snow camouflage pattern. The specific pattern has not been determined at this time. Materials and samples submitted to this solicitation do not have to be in a winter/snow camouflage pattern; however the manufacturer must confirm that the material utilized in the sample is capable of being produced in camouflage patterns. Note that for the final product the material will be printed in a camouflage pattern which will be predominately white. For this reason it is required that the material not become transparent when becomes wet. Companies are asked to submit one sample of the over white parka and pants in order to demonstrate the design, and can submit up to three different materials for evaluation. For each material submitted please include 2 yards of the material to be utilized for physical performance testing, as well as a report showing any test results already obtained for the material by 12 April 2013. This Sources Sought notice is subject to the Berry Amendment, 10 USC 2533a. As a result of the information submitted, the Government may issue purchase orders to those respondents who have a concept the Government wants to examine further. As such, please provide pricing for the over-white parka and pants as well as the cost per yard for each material submitted, and indicate your ability to produce these within 45 days of issuance of a purchase order. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement.
