Description
The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing drop in repair and replacement items for Thermo Fisher Scientific wide range and log and linear safety channel drawer assemblies. These support the Neutron Flux Monitoring System's Log and Linear Channel drawers as well as the Wide Range Linear Monitor drawer which are currently installed in the National Bureau of Standards Reactor (NBSR). This system is designed to be used with compensated Ion Chambers to measure, monitor, and control reactor power. This is a sources sought notice for market research purposes. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for the Neutron Flux Monitoring System repair and replacement parts. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. Monitoring the Neutron Flux is a critical part of operating the NBSR. The main focus of the NBSR is to provide neutron measurement capabilities to the U.S. research community. This focus relies upon the safe and cost-effective operation of the NBSR as well as its ability to operate under and adhere to the licensing agreements of the Nuclear Regulatory Commission (NRC). Any potential Contractor must provide documentation to demonstrate the established capability to provide drop in replacement parts that have been used successfully for neutron flux monitoring systems used in the control of nuclear reactors. NIST plans to purchase three new drawer assemblies and three required replacement cards for repairs to existing drawer assemblies. The Neutron Flux Monitoring System shall meet the minimum requirements for a drop in replacement or repair of the existing equipment currently installed and in use in the NBSR. The exact specifications are proprietary as the items were specifically designed for NIST in 2004 and are not sold as commercial "off the shelf" items. The parts requested are repair items for existing equipment as well as spares compatible with the current NBSR user interface. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that manufacture Neutron Flux Monitoring Systems and replacement parts, are requested to email a detailed report describing their capabilities to joni.laster@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
