Description

NOTICE: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information in this notice. The Request for Quotation (RFQ) number is VA786-13-Q-0198, and no other solicitation will be issued in response to this announcement. This announcement will serve as both synopsis and solicitation and quotes in response to this combined synopsis solicitation announcement are due April 1, 2013-2:00PM MT. Since the procurement is a Commercial type services, a SF 1449 is not required. However, as prescribed by FAR 52.212-1 entitled 'Instructions to Offerors- Commercial Items' quoters can submit their quote on letterhead stationery and provide complete pricing information on the attached schedule. A single purchase order award will be made to the quoter whose quote is responsive and offers best value to the Government. This RFQ incorporates provisions and clauses in effect through Federal acquisition Circular FAC 2005-61. The type of purchase order contemplated is firm fixed and quotes only received from qualified and eligible Service Disabled Veteran Owned Small Business Concerns may be considered for award. All work will be done at the Fort Sill National Cemetery located at 2648 NE Jake Dunn Road, Elgin, OK 73538. Quotes and all responses to this announcement can either be sent to the National Cemetery Administration, Central Contracting Division, located at 155 Van Gordon Street, Lakewood, CO 80228 or emailed to derek.reed@va.gov. The project scope of work includes, but is not limited to a single contractor providing all labor, tools, parts, equipment, transportation and incidentals needed to plan, coordinate, organize, manage, and perform activities of mowing and trimming, application of fertilizer, spraying herbicides and pesticides as prescribed by the attached Performance Work Statement. The end product is to provide and maintain a healthy and aesthetic appearance of the Cemetery grounds. The contract performance period will consist of one base year of twelve (12) months, and four (4) individual option periods consisting of twelve months. The total contract duration shall not exceed 60 months. The VA is issuing this Request for Quotation in accordance with FAR Parts 12, and 15 and past performance is considered more important that price. Selection criteria as follows: Past performance will be evaluated as a measure of the Government's confidence of the quoters abilities to successfully perform requirements of this RFQ based on recent and relevant past performance efforts. The Government will consider recent and relevant past performance information identified by the quoter for at least 3 projects similar in size, scope and complexity completed or currently ongoing within the last 3 years. In the case whereby an quoter has no recent or relevant past performance or experience the questionnaire for the specified project will not be evaluated. In the case where an offeror's past performance is inconclusive, the offeror will receive a neutral rating which is not considered favorable or unfavorable. The contractor shall provide a price for all contract line items, and failure to provide a price for all line items may result in your quote being considered non-responsive and excluded from further consideration of award. Quoters shall have references complete the attached questionnaire and return via email to the Contract Specialists, Mr. Derek C. Reed no later than date and time specified for RFQ closing. The provisions of FAR 52.212-1, 'Instructions to Offerors-Commercial Items' applies to this requirement as well as FAR provision 52.212-2 entitled 'Evaluation of Commercial Items.' Evaluation will be dome based on 1) past performance and 2) price. Offerors are required to provide a completed copy of their Representations and Certifications for Commercial Items with their offer as prescribed by FAR 52.212-3, and FAR 52.212-4 entitled 'Contract Terms and Conditions Commercial Items', applies to this announcement. 52.214 is hereby addenda with supplemental information as follows: Clauses 52.219-27, 52.232-34, 52.217-8, 52.217-9, 852.203-70, 852.233-70, 852.237-30, 852.273-76 are all applicable to this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7.0M. An organized site visit has been scheduled for March 26, 2013 at 10:00AM (MT) at Fort Sill National Cemetery located at 2648 NE Jake Dunn Road, Elgin, OK 73538, and NO OTHER SITE VISITS OR SPECIAL ACCOMODATIONS WILL BE MADE. Service Contract Act Wage Determination WD 05-2525 (Rev. 14) dated June 19, 2012 is applicable for this acquisition.
