- SOURCES SOUGHT NOTICE This is a Sources Sought Notice for a commercial acquisition. The Government does not intend to award a contract on the basis of this Notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), National Geodetic Survey (NSG) and Eastern Acquisition Division are conducting market research to determine potential sources capable of upgrading an existing Light Detection and Ranging (LIDAR) system. Specifically, NOAA has two duel Riegl topographic LIDAR systems having a part number of LMS-Q680i that require upgrade to bathymetric LIDAR systems having the part number of VQ-820-G. The original manufacture of the topographic LIDAR systems is Riegl USA, Orlando, Florida. The North American Industrial Classification System (NAICS) code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business standard for this NAICS code is 750 employees. This is not a request for technical or cost proposals. All types of business concerns, both large and small, are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement demonstrating their capability to provide the required system upgrade to topographical-bathymetric. The topographic-bathymetric LIDAR upgrade(s) may include: 1) Upgrade hardware, software, and support components of an existing Riegl LMS-Q680i topographic LIDAR to a Riegl VQ-820-G combination topographic-bathymetric LIDAR; 2) Provide a POSTrac AV 510 (IMU-8 US Origin Non-ITAR) as part of the upgrade; 3) Topographic range of up to 3000 meters for high-reflectance surfaces; 4) Hydrographic operational depth range of up to 1 Secchi depth; 5) Achievable ranging accuracy of 25mm or better; 6) Maximum Laser Pulse Repetition Rate (PRF) of 550 kHz or better; 7) Capable of operating through an 18 inch optical flat or open port, with a maximum, unpressurized altitude of at least 16,000 ft (~4900 m) above MSL; 8) 28 Volts DC / 35 amp maximum combined electrical requirement for sensor and control systems; and 9) the execution of the remaining warranty and maintenance term on the upgraded system. NGS requires the capability to collect seamless, high-resolution elevation data on both sides of the land water interface, including in the marine nearshore zone to depths of approximately 5 meters. To meet this need, an airborne topographic-bathymetric LIDAR system, capable of simultaneously mapping both the subaqueous and subaerial areas of the coastal zone is required. Firms who believe they have the capabilities to provide the required hardware and software components to upgrade a topographical LIDAR system to a topographical-bathymetric LIDAR system that will meet all the requirements specified herein must furnish detailed information concerning their capabilities. Submitted Capability Statements shall include the following: (1) Company name and address, (2) DUNS number, (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the Central Contractor Registration (CCR), (4) Company point of contact - name, phone and Email address, and (5) Demonstration of the capabilities possessed for meeting the requirement. Businesses shall submit an electronic copy of the requested information to Robin Resweber, Contract Specialist, via email at Robin.Resweber@Noaa.Gov, no later than 2:00 p.m. Eastern Standard Time (EST) March 25, 2013. Responses will not be returned. Any questions or responses to this Sources Sought announcement shall be directed to Robin Resweber via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this sources sought announcement or follow-up information requests, if applicable.
