Description
The Department of Veterans Affairs Network 23 Contracting Office (NCO 23) on behalf of the St. Cloud VA Health Care System, 4801 Veterans Drive, St. Cloud, MN 56303, contemplates issuing an Invitation for Bids (IFB) to award a single, firm fixed-price contract for completion of general construction project 656-332, titled "Rehabilitation Center." The solicitation and any subsequent award will be conducted in accordance with FAR Part 14 (Sealed Bidding), Part 36 (Construction), relevant sections of the Federal Acquisition Regulation and Veterans Administration Acquisition Regulation (VAAR). The applicable NAICS Code is 236220. The small business size standard is $33.5 million. The Government currently contemplates issuing any solicitation that follows this notice as a 100% Small Business Set Aside. However, in accordance with Public Law 109-461, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers and that the award can be made at a fair and reasonable price that offers best value to the United States, any solicitation of this requirement will be set aside for veteran owned small business (first priority for Service Disabled Veteran Owned Small Business (SDVOSB), second priority for Veteran Owned Small Business (VOSB)). Because of the magnitude of construction for this project, $5 million to $10 million, performance and payment bonds will be required (in addition to bid bonds, which will also be required). To assist in the market research for this requirement, the contracting officer seeks verification of performance and payment bonding capacity from any interested veteran owned small businesses. Verification should be in the form of a hard copy letter with original ink signature from a surety that is listed within the United States Department of the Treasury Listing of Certified Companies (certified companies are listed at the following web address: http://www.fms.treas.gov/c570/c570_a-z.html). The letter should verify that the veteran owned small business is bondable within the estimated magnitude of construction for this project. Any veteran owned small business that is interested in this opportunity and has bond capacity within the estimated magnitude of construction is asked to please submit documentation of your firm's bonding capacity to the contracting officer no later than April 1, 2013. Documentation should be submitted to: Department of Veterans Affairs Network Contracting Office 23 ATTN: Michael Reed 708 South Third Street Suite 200E Minneapolis, MN 55415 The estimated period of performance is 660 calendar days after issuance of the Notice to Proceed to Construction. The planned project is general construction includes all labor, materials, tools and equipment required to construct a new medical rehabilitation facility. The project will involve site preparation, alterations, roads, walks, grading, drainage, mechanical and electrical work, laboratory equipment, utility systems, water storage facilities, necessary removal of existing structures and construction and certain other items. All work shall be performed and completed in accordance with approved specifications and drawings which will be published with the actual solicitation. If a solicitation is posted, it will be issued not less than 15 days following posting of this pre-solicitation notice. Bids will be due not less than 30 days after issuance of the solicitation. A site visit will be scheduled and specific information for the site visit will be announced in any solicitation that is actually posted. This notice is for informational purposes only and is not a request for offers. The Government is not obligated to issue a solicitation as a result of this notice. All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov, along with Vets 100 at (http://vets.dol.gov/vets100/). Amendments to the solicitation will be posted at http://www.fedbizopps.gov/. All parties must obtain all notices and amendments to the solicitation through this web site. Hard copies will not be mailed. A list of site visit attendees will be published on the FBO website, following the site visit. A list of bidders and notice of any award made will be posted after the public bid opening. Interested parties must go to the web site to be entered on the Interested Vendors List and/or to obtain copies of the Interested Vendors List.
