Description
RFQ MBW Dry Cleaning Package with PWS FROM: REGIONAL CONTRACTING OFFICE - NATIONAL CAPITAL REGION (NCR) SUBJECT: REQUEST FOR QUOTE (RFQ) SOLICITATION NO.: M54900-13-SU-LS030, MBW DRY CLEANING PACKAGE 1. DESCRIPTION: This synopsis is prepared in accordance with FAR Subpart 5.207 procedures. Marine Barracks Washington (MBW) has a requirement to provide dry cleaning, installation of cleats and lifts and flag repair services to all authorized personnel stationed at Marine Barracks Washington. The contractor shall provide all personnel, equipment, materials, supervision, tools, and other items and services necessary to perform dry cleaning services, flag repair, and installation of cleats and lifts as defined in the attached Performance Work Statement (PWS). This contract includes all laundry and all other tasks and responsibilities deemed necessary that are described in this contract to include receiving for, accounting for, processing and returning all organizational and individual items tendered for cleaning. Services will be provided in accordance with the terms and conditions of this contract. 2. It is the offeror's responsibility to deliver its quote to the proper place at the proper time. It is also the offeror's responsibility, when transmitting its quote electronically, to ensure the quote's timely delivery by transmitting the quote sufficiently in advance of the time set for receipt of quote to allow for timely receipt by the agency. i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and Subpart 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation number M4900-13-SU-SL030 is issued as a request for quotation (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 effective February 28, 2013. iv. This is a 100 percent Small Business set-aside with associated NAICS code 812320; Dry-Cleaning and Laundry Services (except Coin-Operated), and small business size standard $5.0M v. The list of contract line item number(s) and items, quantities and units of measure, (including option(s). is stated in the attached PWS vi. Description of requirements for the items to be acquired: The proposed company will able to deliver the service of dry cleaning, flag repair services, and shoe upgrade services in support of the ceremonial functions and mission of Marine Barracks Washington. vii. Date(s) and place(s) of delivery and acceptance and FOB point will be determined at time of award, and will be identified on each individual order. viii. The provision at 52.212-1, Instructions to Offerors -- Commercial, and the addenda to the provision applies to this acquisition. ix. The provision at 52.212-2, Evaluation -- Commercial Items, is applicable and the specific evaluation criteria is included in paragraph (a) of that provision. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. x. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. xi. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, and any addenda to the clause applies to this acquisition. xii. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and any, of the additional FAR clauses cited in the clause are applicable to the acquisition. xiii. Any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices applies to the acquisition. xiv. Technical tradeoff will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated price, which deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements, specifically Contract Line Items (CLIN). The solicitation requirements include all stated terms, conditions, representation, certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
